  2. 29/ 01/ 2018 HCC Traffic M anagement Policy • Driven by an increase in serious injury accidents in the County since 2011 • Traffic Measures now focussed towards casualty reduction • Speed limits, lorry controls now only considered to address proven casualty problems • Traffic Calming Measures also now casualty led • HCC funding no longer allocated to deal with non safety issues relating to community concern • New policy has led to potential for community funding Community Funded Traffic Measures • An initiative whereby Parish Councils and Community Groups can fund a range of simple highway improvements • Includes measures not deemed a priority for HCC funding • Excludes Speed Limits, Lorry Controls and Traffic Calming • Evidence-led safety measures and highway maintenance continue to be HCC funded • Enables a range of improvements that may be important to the local community but fall outside HCC policy to be delivered Com m unit y Funded Traffic M easures Village Gateway Entry Features • Features to enhance entrances to a village • Most effective when installed to coincide w ith the start of a village speed limit and a place name sign • Can help improve speed limit compliance. • Flexible design to suit different environments, verge widths and village preferences. • Low maintenance materials can create a prominent and passively safe feature. 2

  4. 29/ 01/ 2018 Community Funded Traffic Measures Some further examples:- • Electronic Speed Limit Reminder Signs (SLR’s) • Informal crossing points • Enhanced village nameplates • School advisory 20 mph signs • New traffic signs and road markings • Bollards/ Posts to prevent footway overrun • Village entry point enhancements • Centreline removal • Sign declutter Community Funded Traffic Measures How does the scheme work? • Contact HCC Traffic & Safety Team via email • Information pack will be sent to Parish Council • Parish Council to discuss and agree potential measures with advice from HCC Traffic Team • Formal application to be submitted • Works cost estimates will be provided • Scheme design and implementation arranged by HCC • Limited staff resources 4
