  4. Managing Air Quality in the Lower Fraser Valley Airshed under the Environmental Management Act , Metro Vancouver has the delegated authority for air quality in the region

  5. Key Elements of our Air Quality Management Program Regional Emission Ambient Air Inventory and Quality Forecasts Monitoring Regulatory Program (bylaws, permits, Air Quality Management regulations) Plan Development and Implementation Education and Outreach Coordination with Other Governments (air quality, environment, climate change, health, transportation, energy…)

  6. Air Quality Planning  Integrated Air Quality and Greenhouse Gas Management Plan > 3 rd plan > previous plans in 2005, 1994 > 81 actions – Metro Vancouver – Other governments and agencies

  7. Data and Indicators • 28 monitoring stations, collect ambient air quality and weather data – Supplemented by MAMU and portable instruments • Emission inventory

  8. Diesel Particulate Matter • diesel PM contributes 2/3 of the lifetime cancer risk from exposure to air pollution – Non ‐ road diesel engine emission regulation – On road diesel trucks and buses • the next generation of AirCare – Marine vessels – Rail locomotives

  9. Smog and Visual Air Quality • fine particulate and ground level ozone • Implement new programs for: – Printing and graphic arts facilities – Residential wood burning – Organics management

  39. Climate Action Committee Orientation SUSTAINABILITY INNOVATION FUNDS

  40. Sustainability Innovation Funds: Origins Oct 29, 2004 Board approved creation of 4 Sustainability Innovation Funds: one for GVRD, Liquid Waste, Solid Waste and Water 2005 Amount of additional GST rebate deposited into each Fund 2006 thru today Contributions equal to 2005 rebate made annually The 4 Funds are part of Metro Vancouver reserves.

  41. Sustainability Innovation Funds: Balances

  42. Sustainability Innovation Funds: Policies adopted in 2014 • Fund Purpose: to be used to support projects that will contribute to the region’s sustainability • Project Eligibility: – restricted to Metro Vancouver operations and functions (GVRD Fund encourages involvement of member municipalities) – not for “business as usual” projects • Procedures: established for fund management, project evaluation, decision ‐ making and reporting on impacts • Annual Contributions: will continue .

  43. GVRD Sustainability Innovation Fund • Project eligibility – Must be lead by GVRD function and consistent with GVRD portfolio of responsibilities: air quality management, regional parks, regional planning and housing policy, as well as initiatives in the areas of ecological health, climate change mitigation and climate change adaptation. • Awards – $600,000 in awards annually – $100,000 annual limit per project • Themes for 2015/2016 – Decreasing regional greenhouse gas emissions – Increasing awareness of nature and natural systems.

  44. • Staff or Board Committee Ongoing • identify opportunities for further investigation & evaluation CONCEPT January • Proponent • prepares triple bottom line analysis and additional rationale PROPOSAL Process • Senior Management and Staff Designates A pril • evaluates proposals in light of established criteria • rank proposals and prepare recommendations SCREENING & Calendar May/June • Climate Action Committee • reviews & provides recommendations to appropriate Board for final approval DECISION • Staff Ongoing •implement the project per the work plan IMPLEMENT • Staff • collate annual report on projects funded including status and measurable March outcomes REPORTING
