Oxy Vinyls PVC • NOx decreased 20% (7.6k lbs) due to the change in AP-42 factors used to calculate the emission and were updated in a permit amendment approved by TCEQ. • VOCs decreased 19% (9.9k lbs) from reduction in LDAR plant fugitives • CO increased 124% (9.9k lbs) due to the change in AP-42 factors used to calculate the emission and were updated in a permit amendment approved by TCEQ. Lubrizol • VOC decreased 12% (49k lbs) due to increased reliability of process units and use of boiler • CO decreased 19% (33k lbs) due to decreased to use of boiler and heaters in one of the process units Hexion • NOx (12%-3k lbs) and CO (10%-2.1k lbs) decreased due to flare shutdown during unit turnaround OxyVinyls VCM VOCs decreased 23% (6.6k lbs) due to Cooling Tower GC – upgrade which resulted in more accurate VOC readings.
