TCM Disallowance • CMS disallowance of roughly $30m for claims between July 2003 and September 2010 • DHCS filed a formal appeal in October • Appeal process take roughly 6-9 months • DHCS may seek cost reports or supporting documentation from local jurisdictions that participated in TCM during those years • CHEAC encouraged jurisdictions to compile documentation in the event it is requested with very little turnaround time

  4. 2019-20 State Budget Funding (New) • Allocations released for: • Infectious Disease Prevention and Control ($35m) • STDs ($2m) • STD Prevention and Control ($4.5m) • Hep C Viral Prevention and Control ($4.5m) • Black Infant Health ($7m) • California Home Visiting Program ($21m)

  5. Funding Considerations to be Explored • Soliciting feedback from broader CHEAC Membership • Members soliciting feedback from program leadership • Funding disparities/health equity

  6. Public Safety Power Shutoffs • CHEAC convened calls with LHDs to discuss the PSPS events, challenges and needs • LHDs raised experience with county roles vs. utility providers • Challenges with data provided • Challenges with limited resources and reoccurring/extended events

California Alliance for Prevention Funding • Scheduling meetings with the Newsom Administration and legislators • Crafting county factsheets to reflect potential benefits of a CA Wellness Trust • Regional Convenings • Early discussions with the CA for Less Soda coalition • Commission or CDPH funding to LHDs? • Seeking to meet with California Medical Association

  8. Indirect Cost Rates Date Action Steps Webinar: Training – Question and Answer Period for January 10, 2020 all LHDs to learn and understand the reporting process. January 31, 2020 LHDs to submit ICR documentation to CDPH. December 2019 - CDPH to review submittals and issue result letters to January 2020 LHDs with their specific rate. CDPH Programs to be notified of approved LHD February 28, 2020 ICR. CDPH to apply approved ICR to FY 2020-21 July 1, 2020 agreements.

  9. Dues Working Group • Presented with the feedback on the model presented at the LHD breakout sessions • Continuing to work on a revised dues structure • Considering a percentage increase for the coming year
