Assurance Framework • Revised guidance issued November • Mostly change of emphasis ‘should’ to ‘must’ • Draft review underway • Revised AF to be submitted by 28 Feb Starting from a position of strength

LEP Governance – Focus on Programme Boards • Revised Terms of Reference required – clarity of roles • Ongoing assessment & prioritisation of schemes – no ‘annual calls’ • Ownership of ‘their’ programme ( inc. risks) • Chairs to provide updates at LEP Board (& decisions required) • Delegated budgets? (with ceiling?) – PMC • Monitoring whole programme (& agreeing changes with PBs) • Recognised scrutiny role - e.g. Peer Review

Projects to Programmes? – Increasingly place orientated • Watford Hemel Hatfield Stevenage – New governance models being established – Potential efficiencies via ‘packaging & delegating’ schemes – Could potentially deliver more effective recycling mechanism(s) – Could also apply thematically – e.g. Transport • Separate Transport theme from Strategic Infrastructure • Revise governance to ensure Local Transport Body & LEP roles are clear • Delegate full transport package to HCC (with funding profile & outputs)
