Where The specific objective is to enable local authorities to implement sustainable energy actions leading to energy savings, energy efficiency and more use of renewable energy sources. The joint work and team spirit between the municipalities and the ministry Technical Advisory team and with the help of the European Union (EU) and CES MED team has become tangible results can be found. There became an incentive for municipalities to exchange information and work on common thinking as a community around them.

PREPARATION OF THE PLANS

Excellent participatory approach and team spirit between the municipalities and the Ministries and CES MED team and Experts Joint work of three municipalities was an opportunity to exchange ideas, experience and information and work on common thinking Municipalities are looking at the Plan as an important tool to implement several projects related to energy The Plan is considered like a vital reference and marketer for their energy projects and in different related urban sectors Now we are working on the institutionalization of work and development and the role of the Palestinian government to replicate the Plans

SEAP Elaboration process

Baseline emission inventory

Municipality were invited to provided data regarding their profile (population, surface, economic activities,

  • rganisation of public services) et their energy consumption.

The consultancy team (TRANSITIONS) cross checked data with nationally available sources to produce GHG emission inventory for each city

SEAP design

Municipality were then invited to identify work to be done to reduce energy consumption and develop renewable energy production This was done though iteration between the municipality and the consultancy team. External stakeholders were also invited to contribute. Draft SEAP were reviewed by municipality services before finalization

Pilot actions

Beyond the strategic plan, municipality services were invited to identify a maximum of 5 to 6 pilot actions to be promoted to initiate SEAP implementation and mobilize funding partners.

A efficient way to seriously address energy issues

Through the inventory Municipalities get a detailed understanding on where were the main energy consumption area and thus were efforts to reduce energy consumption would be more beneficial. The plan also indicates how developing renewable production could help reducing dependency on electricity imports from Israel and how this will improve the economic dynamic in the city while

  • ffering more comfortable condition of life for inhabitants.

Pointing out key areas where investments offer good returns will help municipalities to make the right choice

A guide to mobilise stakeholders in the city

The SEAP also indicates how the municipality can engage stakeholders in the city to contribute to reducing energy consumption and producing renewable energy form local sources. It highlight that the Municipality should start working on its own perimeter of responsibility (municipality buildings and services) but will only succeed through mobilising all stakeholders in the city.

A comprehensive strategic plan

The SEAP is the only strategic document that Municipality can count on to describe where they are regarding energy consumption/production and where they would like to be in the future. This plans will be a strong tool to channel resources from funding agencies to converging efforts to improve sustainable city development.

A strategic road map to reduce consumption GHG emission

The SEAP is a strategic road map to reduce energy consumption and GHG emissions. Its elaboration was also a support for training Municipality staff and representatives to the importance to be paid to energy issues It promotes a comprehensive approach of energy issues, embracing all sectors (housing, mobility, industry…) and interaction between different domains (waste and agriculture, housing and mobility, etc…) The addition of actions shows in a simple table how the combination of efforts can help the municipality market them

What we Achieved

  • High interest and big welling from the local and central bodies in Palestine on the energy sector
  • Donors meeting in Palestine April 2017 (the high commitments and interest by the government and

donors )

  • More SEAPs for More Municipalities or even as governorate level .
  • More technical support and awareness for joining the Covenant of Mayors.
  • The support o the NCJ (National coordination team ) which was come up as a result of This Project.
  • Support the SEAP support mechanizem – which was adopte in Palestine

by the MoLG and MDLF and Municipalistes for the support of the SEAPs and projets implémentations . *Financial support for (securing some fund) for projets on grounds and visible to encourage the municipalistes and central gouvernement to Folow up the global change.
