Good Faith Effort Plan (GFEP) FAQs

  • Q: Is the 20% SMWVB goal mandatory?

A: No, but we ask prime contractors to do their best with good faith outreach efforts. If the goal is not met, proof

  • f outreach efforts is required with the submittal.
  • Q: What if I am having trouble finding SMWVB subcontractors?

A: Please email the SMWVB Program Manager with the scopes of work you are seeking. You will receive lists of local SMWVB-certified firms to contact.

  • Q: What if my business is SMWVB-certified? Do I need to find SMWVB subs?

A: If your firm is SMWVB-certified, you will most likely meet the goal. However, the GFEP is a required document, and a good faith outreach effort is still necessary.

  • Q: Do I need to include all my subcontractors in the GFEP or just those that qualify towards the

SMWVB goal? A: All subcontractors need to be included in the GFEP, even those that may not count towards the SMWVB goal.

  • Q: What if I have questions about the GFEP?

Statement of Bidder’s Experience

  • Bidder must answer all questions completely and all information must

be clear, accurate and comprehensive. Projects A-1, A-2 and A-3 shall be separate projects and to have been completed by the Bidder.

– Project A-1 demonstrates construction of a minimum of 1,000 LF by cure-in-place pipe (CIPP) construction for sanitary sewer mains 24-inches in diameter or larger. – Project A-2 demonstrates construction of a minimum of 2,000 LF by cured-in-place pipe (CIPP) construction for sanitary sewer mains 30-inches in diameter or larger. – Project A-3 construction of a minimum of 1,000 LF by cured-in-place pipe (CIPP) construction for sanitary sewer mains 36-inches in diameter or larger. – A-1,A-2 and A-3 must be different.

approximately 2,760 linear feet of 24-inch and smaller, and 830 linear feet of 54 inch diameter sanitary sewer mains using cured- in-place pipe (CIPP) construction method, the replacement or reconnection of sanitary sewer services and the replacement, reconstruction, or rehabilitation of associated sanitary sewer manholes.
