  1. This Project is partially funded under the European Community's Seventh Framework Programme (FP7 2007-2013), Grant Agreement 261693 . CATO CBRN crisis management, Architecture, Technologies & Operational procedures 12/03/2014 1

  2. A Major initiative on CBRN Preparedness & Response FP7 Security Call (2009), awarded in 2011, started 01/01/2012 36 months € 15m budget, € 10m EC funding 25 partners forming a consortia of end users, academics, governments and supplier organisations A Community open to organisations from across Europe involved in CBRN preparedness, planning, exercising, response or recovery Coordination by NESS Technologies and Systems Group CATO aims at developing a comprehensive open toolbox for dealing with CBRN crises due to terrorist attacks using non-conventional weapons or on facilities with CBRN material 12/03/2014 2

  3. Comprehensive & Complementary Expertise CBRN emergency Health and Broad CBRN Dissemination management and first pharmaceutical expertise responder response DSS for crisis handling Ethical expertise Communication Project strategies management , 12/03/2014 3

  4. The challenge: fragmented preparedness & response to CBRN threats National, regional and local authorities lack common CBRN doctrines & SOPs to coordinate preparation and response effectively Knowledge, processes and systems in CBRN incident management are fragmented across agencies and member states Numerous independent systems co-exist with little or no interoperability in CBRN preparedness, planning, exercising, response and recovery 12/03/2014 4

  5. An overall approach to CRBN preparedness and resilience • The comprehensive Preparedness CATO Toolbox Integrated Decision & Management addresses the needs of all stakeholders Policy Incident Makers Coordinators with flexibility and Recovery innovation Integrated situation • CBRN expertise The CATO Decision assessment Support System architecture focuses on users and Detection organisational learning n s Response 12/03/2014 5

  6. CATO key deliverables to date - 1 - • CATO Open Toolbox: first version available • CATO Lab V1: first integration of a virtual version 12/03/2014 6

  7. CATO Decision Support Systems Built by combining CBRN expertise, planning & response know-how Operations officer, Expert, Supervisor, Trainer, First Responders, General Public, Healthcare Agencies, Administration External Organizations, Social Networks, Electronic media Models, Assessments, Optimization, Decision support Entities, Procedures, Algorithm Descriptions, 12/03/2014 7 Scenarios, Plans, Guidelines

  8. The CATO Toolbox • Two types of generic user interfaces - Operational User Interface User interface and the General Public Interface • Core Applications guide the users in the main usage situations - Core Planning, Simulation, Response and Debriefing • DSS can be parameterised with templates for entities, procedures, Knowledge Base algorithms, scenarios and plans in the CATO Knowledge Base Algorithms • Algorithms tailored to the requirements of specific users and evolve over time • Interaction with the systems of the different involved agencies and System interfaces the different public media 12/03/2014 8

  9. CATO User Interface 12/03/2014 9

  10. CATO Knowledge Base (Browser) Stakeholders 08/10/2013 10

  11. CATO Knowledge base (integrated into user interfaces) 12/03/2014 11

  12. CATO Simulation 12/03/2014 12

  13. Example: Cordon Algorithm I  Cordon calculation output: o Minimal barrier points at street crossing preventing cars to enter o Shortest tight cordon along streets covering all road blocking points Shortest passenger cordon around Liverpool Street Station 12/03/2014

  14. Multi-Agency Systems Interfaces Agency 1 Agency 1 Agency 2 Agency 5 Agency 2 Agency 5 Hub CATO Agency 3 CATO Agency 3 Agency 4 Agency 4 Point to Point Hub and Spoke (Lots of connections) (Simple Connectivity) 14

  15. Learning about CBRN attacks: the CATO Laboratory The CATO Lab is both an example of a prototype implementation of a DSS using the CATO Toolbox and a tool for user dialogue Physical CATO Lab  CATO equipped facility to support discussions between policy makers and senior incident commanders Virtual CATO Lab  Used for simulation, training and demo purposes  Accessed via the Internet (www.cato-project.eu) (for CATO Community members)  “Trial” versions of technology components  Designed to  Encourage stakeholder feedback on work in progress,  Provide a real capability for practitioners to execute CBRN exercises during the CATO project lifetime 12/03/2014 15

  16. CATO key deliverables to date - 2 - • First CBRN response guidelines drafted  Different stakeholder perspectives • policy and decision makers • incident commanders • first responders • health responders • communication strategists and public authorities • ethics  Developed through interaction with stakeholders • C, B, R, N knowledge and guidelines fed into CATO Knowledge base 12/03/2014 16

  17. Geared for impact • Toolbox being trialled in several responder agencies • Demonstrations scheduled with major EU bodies  DG ENTR,  DG ECHO (Emergency Response Coordination Centre)  European Defence Agency  … • Interactive events: Conferences, Workshops, Webinars • Active end-user and expert community of +250 end- users, subject matter experts, PDMs  Membership in CATO community gives: • Access to the CATO Lab and other online resources • Inclusion in requirements capture and refinement processes www.cato-project.eu • Invitations to the project major events  Open to organisations in CBRN preparedness, planning, exercising, response, recovery … 12/03/2014 17

  18. An iterative development cycle Stakeholder & Expert Input • Requirements • CBRN knowledge • Communication & Human Behaviour • CBRN Scenarios, Models & Algorithms • CATO Guidelines (Plans & SOPs) Dissemination & Feedback Systems • MRDD Demo • CATO Core • CATO Laboratory • CATO User Interface • CATO Conferences • CATO Knowledge Base • User Advisory Group & User Workshops • CATO Algorithms • Best Practices • CATO System Interfaces • Training 12/03/2014 18
