BOSTON PUBLIC SCHOOLS BOSTON PUBLIC SCHOOLS Our recommendation for K-6 Expansion over the next few years SY 20-21 SY 21-22 Channing (Hyde Park) Reconfiguration of the Edwards Middle School and East Boston K-5s, including: Conley (Roslindale) ● Adams Elementary ● Bradley Elementary Hale (Roxbury) ● Guild Elementary ● O’Donnell Elementary Harvard-Kent (Charlestown) ● Otis Elementary Manning (Jamaica Plain) ● PJ Kennedy Elementary This will also include planning additional 7th Mattahunt (Mattapan) and 8th grade capacity to serve East Boston students in the Umana K-8, McKay K-8, and an expanded East Boston 7-12 High School

BOSTON PUBLIC SCHOOLS BOSTON PUBLIC SCHOOLS We will ensure academic progress during a period of transition - As we reconfigure our schools, we are simultaneously reviewing the types of programming that need to be in place to provide rigorous and robust learning opportunities for students in grades 6-8 regardless of the school configuration. - The Network Structure differentiates resources to ensure highest need schools have prioritized access to academic and non-academic interventions. - We will work with schools this fall during the projections and budget process to understand and mitigate the impact of K-6 expansions as we reduce capacity. This will ensure that students do not experience a decrease in supplemental or discretionary resources.

BOSTON PUBLIC SCHOOLS BOSTON PUBLIC SCHOOLS The next 3 waves of K-6 expansion will distribute pathways throughout BPS Schools will add 6th grade as part of three initiatives: • McCormack Feeder Schools • The 6 schools selected for Citywide K-6 expansion in Fall 2020 • Edwards Feeder Schools K-6 expansion which will begin planning for expansion in Fall 2021

BOSTON PUBLIC SCHOOLS BOSTON PUBLIC SCHOOLS Equity Overview: Special Education • Schools with Special Education programs were prioritized for the K-6 pilot. • Of the 5 schools moving forward, the Channing has the lowest percentage of special education students. However, they have a new ABA strand that will continue to expand over the next few years.

BOSTON PUBLIC SCHOOLS BOSTON PUBLIC SCHOOLS Equity Overview: English Learners • The 5 schools selected to move forward are less likely to serve English Learners. • This is almost entirely due to the high percentage of English learners in East Boston, where we plan to expand in the Fall of 2021.

  11. BOSTON PUBLIC SCHOOLS BOSTON PUBLIC SCHOOLS Equity Overview: Opportunity Index • Schools that applied were mostly below the district median OI Score. • The Hale was selected because it was the school with the highest OI score among the applicant group.

BOSTON PUBLIC SCHOOLS BOSTON PUBLIC SCHOOLS Edwards Middle School: 2-year planning and community engagement process Key areas of exploration, planning and analysis will include: ○ Adding 6th Grade to multiple schools in East Boston by 2021. ○ Expanding K1 seats in both Charlestown and East Boston. ○ Realigning programs where needed, to best serve students including English learners and students with disabilities, and to ensure sustainable enrollment and budgets. ○ Determining best design and grade configuration for the new Paris Street property to expand elementary/middle capacity. ○ Planning 7th and 8th grade capacity to serve East Boston students in the Umana K-8, McKay K-8, and an expanded East Boston 7-12 High School as soon as Fall 2021. ○ Assessing optimal grade configuration and design for Charlestown High School while maintaining a strong K-8 at the Warren-Prescott. ○ Determine best use of Edwards facility to expand elementary capacity in Charlestown, aligned with the student needs of both the Harvard-Kent and Warren-Prescott.

BOSTON PUBLIC SCHOOLS BOSTON PUBLIC SCHOOLS Implications for Student Assignment Plan ● Current Middle School Pathways: ○ Guaranteed Middle School pathways were approved as part of the vote on the home-based assignment plan. ○ Under home-based assignment, all K-5 elementary schools have a guaranteed pathway to a K-8 School or a Middle School for Grade 6. ○ East Boston students have a guarantee to either the Umana K-8 or the Edwards Middle School. ● Impact of K-6 Expansions: ○ Schools that expand to grade 6 under BuildBPS will no longer receive a guaranteed pathway for grade 7 when students exit the school. ○ Students will receive choice forms so that they can make selections from their available school options. ○ Families have more options in 7th grade than in 6th grade because of seat availability and additional capacity throughout the District.

  14. BOSTON PUBLIC SCHOOLS BOSTON PUBLIC SCHOOLS This represents the first major wave of changes to Boston’s educational landscape. We are also communicating with school communities about the following ongoing activities in support of the overall BuildBPS plan: ● Design & construction of a new home for the Josiah Quincy Upper School, following the City’s acquisition of property in Chinatown. This comes in addition to the Carter School and Boston Arts Academy, which are both underway in the MSBA process. ● Seek property near the Mattapan/Dorchester line to build a new K-6 facility. ● Active 2-year planning process underway with Allston/Brighton schools to address significant building challenges at the Jackson/Mann facility. ● Planning discussions with the Grove Hall Alliance schools (Burke, Haynes EEC, Frederick MS, King K8 & Trotter K8) to review feeder patterns for the potential creation of a Grove Hall pathway for families in the area. ● Continue to refine the timeline for remaining middle school reconfigurations over the next 2-5 years, including the Irving, Frederick, Timilty and UP Boston.
