TTP Funding Status President Barack Obama speaks prior to signing the 3- month extension of the Highway bill in the Oval Office of the White House July 31, 2015 in Washington, DC. President Obama signed the bill into law to extend • MAP-21 Extended transportation funding until October 29. MAP-21 programs in the extension are authorized through October. Enough revenue will be included to last through approximately mid-December .
The DRIVE Act As Passed by the Senate: Uncertainties: • Six year authorization : • Only contains 3 years actual funding 2016 -2021 • Funded by revenue offset (adds to the budget deficit) • Strong Bi-partisan support • House will amend the Bill or • Supports Core Map-21 programs develop their own proposal
TTP Funding Increase • Under Map – 21 TTP remained at $450 million per year • DRIVE Act will have $465 Million in 2016 • With a $10 million per year increase each year after that • Maximum amount in 2021 at $515 million • BIA Admin. Cost allowance (PM & O) is reduced from 6% to 5%
Tiger Grants Not made permanent part of the DRIVE Act Funding will have to be sought each year in the appropriations process Still an oversubscribed program Still worth apply for every year
TTP Challenges: No additional Road Maintenance funds Only 17 % of BIA and Tribal Roads are deemed in acceptable condition 14% of Bridges are Structurally Deficient Inadequate Infrastructure 70 % of BIA and Tribal Roads remain unpaved Safety CDC lists Motor Vehicle crashes as the leading cause of death for Native American children
