What is banking staffing?
For schools -
a system for managing staffing entitlement
For MoE -
a mechanism for paying teachers
Boards of trustees hire and employ teachers MoE pays teachers’ salaries
Staffing entitlement
Staffing entitlement is based on: Student Roll (# of students) + Additional Staffing (e.g. special education)
Provided in units of FTTE:
Full-Time Teacher Equivalent
1.0 FTTE = 1 full-time teacher Decimals correspond to part-time
0.60 FTTE = 60% employed
The value of teachers MoE will pay for at each school
Calculating staffing usage
1 pay period = 14 days
Teachers are paid fortnightly Schools’ banking staffing is charged fortnightly
1 full-time teacher = 1.0 FTTE per pay period.
1.0 FTTE 14 days 0.07 FTTE per day
Day relief/ Additional hours
The rate for 50 hours (10 days) is 1.368 FTTE One day (5 hours) rounds to 0.14 FTTE
# days 0.1368 FTTE

Balancing Period Balancing Period
How the balancing period works
End of year balance As at pay period 22 Zero balance as at pay period 26
Overuse (Negative FTTE) E.g. -2.70 FTTE Under use entitlement through pay periods 23 to 26 E.g. Transfer teachers from TS to BG E.g. +2.70 FTTE Underuse (Positive FTTE) Over use entitlement through pay periods 23 to 26 E.g. Employ more teachers or transfer teachers from BG to TS
Automatic Adjustments
During the balancing period, the system automatically applies a school’s over/underuse against the previous year’s balance.
If a school still doesn’t reach zero...
Charged for overuse Reimbursed for underuse
(up to 10% of staffing entitlement)
Charge/reimbursement is applied to July operational funding instalment.
School banking staffing report
Only shows 7 most recent pay periods Advises how to reach zero balance
Schools may request a copy of MoE report for full year snapshot.

Holiday Pay
Teachers accrue approximately 21 days of holiday pay per term:

Schools are charged 14 days holiday pay during each term break.
Holiday Pay Capping
When a teacher leaves mid-year, the amount of holiday pay charged to the school’s banking staffing is capped: Why? Ensures school is not penalised for hiring replacement teacher.
