Staffing entitlement

Staffing entitlement is based on: Student Roll (# of students) + Additional Staffing (e.g. special education)

Provided in units of FTTE:

Full-Time Teacher Equivalent

 1.0 FTTE = 1 full-time teacher  Decimals correspond to part-time

0.60 FTTE = 60% employed

The value of teachers MoE will pay for at each school

Calculating staffing usage

1 pay period = 14 days

 Teachers are paid fortnightly  Schools’ banking staffing is charged fortnightly

1 full-time teacher = 1.0 FTTE per pay period.

Holiday Pay

Teachers accrue approximately 21 days of holiday pay per term:

  • 14 for term break
  • 7 for summer holiday

Schools are charged 14 days holiday pay during each term break.

Holiday Pay Capping

When a teacher leaves mid-year, the amount of holiday pay charged to the school’s banking staffing is capped: Why? Ensures school is not penalised for hiring replacement teacher.

At the end of the balancing period, we have the school’s final banking staffing balance. We will turn this figure into a $ value that is either reimbursed to the school or recovered from it. Recoveries/reimbursements are applied to the school’s July ops grant instalment.

Additional Staffing

Teacher specific allowances;

 Beginning, Overseas and Retrained teacher time

allowances (BTTA)

Release time for new teachers for professional development.

 First time Principal Release allowances (FTPR)

Release time for new principals in the first 18 months for professional development.

 Specialist Classroom Teacher allowances (SCT)

Secondary and Area schools only. They provide professional learning support to other teachers in the school, including beginning teachers, to enhance quality teaching practices.

 Classroom Release Time (CRT)

Formulas vary per school type. Calculated based on entitlement but considered additional staffing.

 Itinerant Teachers of Music time allowance (ITM)

Secondary schools only, time allowance to coordinate the programs and for the professional development of these teachers. Calculated based on entitlement but considered additional staffing.

 Reading Recovery (RRA)

Schools apply to Local Office and the school matches what the ministry provides.

 Special Reasons staffing (SR)

Unique situation outside of the boards control, reviewed on a case by case basis.
