Background

  • Indonesia is both a sending and receiving country of

international migrant labour

  • Annually Indonesia sends out approximately 250.000 to 500.000

international migrant labours to Southeast Asia, East Asia, and the Middle East

  • Data on international labour migration are closely related to

issues such as undocumented worker, trafficking, remittance, prosperity, national security, etc.

  • The collection, analysis, and sharing of migration data is

imperative in the development of cohesive and suitable legislations, policies and programs for migrant workers

Job seeker who wants to work abroad must be registered in District / City Government Institutions responsible for Manpower Affairs

2.Certificate of Competence Data

Prospective worker acquires working competence recognition after attending education and training held by education or training institutes accredited by relevant Government institutions, in form of competence certificates

3.Health Certificate Data

Every prospective migrant worker must undergo health and psychological examination through institutions appointed by the Government

4.Overseas Worker Card (KTKLN) Data Overseas Worker Card hereinafter referred to as KTKLN is the identity card of Indonesian migrant worker who met the requirements and procedure to work abroad. Every Indonesia migrant worker who work abroad must posses KTKLN issued by the National Board for Placement and Protection of Indonesia Overseas Worker (NBPPIOW) 5.Data in the Embassies and Consulates Every Indonesian migrant worker is required by law to notify and report the arrival, existence and repatriation of worker to the Indonesian Embassies and Consulates in the destination country DATA RELATED TO MIGRANT WORKERS (2):

(Recommendations from Indonesian National Preparation Workshop for the 6th AFML)

  • 1. The Requirement to coordinate the collection of migrant

workers data as there are several government agencies, including at village level, that are involved in the process;

  • 2. In this regard, consultations should be convened to

review existing data, develop a common template and agree on the collection and sharing system. The lead ministry should issue the appropriate guidelines to govern data collection, analysis and sharing.

  • 3. To support an effective and systematic mechanism of

data collection, , coordination meetings among agencies should be convened and regularized.

employer organizations, the civil society organizations, the members of the academe and others. For this purpose, these entities should be encouraged to participate during the coordination meeting, where appropriate and possible.
