  1. 12/2/2013 DATA COLLECTION, ANALYSIS, SHARING AND APPLICATION TO LABOUR MIGRATION POLICY IN INDONESIA The 6 th ASEAN Forum on Migrant Labour Bandar Seri Begawan, 26 November 2013 Background • Indonesia is both a sending and receiving country of international migrant labour • Annually Indonesia sends out approximately 250.000 to 500.000 international migrant labours to Southeast Asia, East Asia, and the Middle East • Data on international labour migration are closely related to issues such as undocumented worker, trafficking, remittance, prosperity, national security, etc. • The collection, analysis, and sharing of migration data is imperative in the development of cohesive and suitable legislations, policies and programs for migrant workers 2 2 1

  4. 12/2/2013 DATA RELATED TO MIGRANT WORKERS (1): 1.Job Seeker Data in District/City Government Offices Job seeker who wants to work abroad must be registered in District / City Government Institutions responsible for Manpower Affairs 2.Certificate of Competence Data Prospective worker acquires working competence recognition after attending education and training held by education or training institutes accredited by relevant Government institutions, in form of competence certificates 3.Health Certificate Data Every prospective migrant worker must undergo health and psychological examination through institutions appointed by the Government 7 DATA RELATED TO MIGRANT WORKERS (2): 4.Overseas Worker Card (KTKLN) Data Overseas Worker Card hereinafter referred to as KTKLN is the identity card of Indonesian migrant worker who met the requirements and procedure to work abroad. Every Indonesia migrant worker who work abroad must posses KTKLN issued by the National Board for Placement and Protection of Indonesia Overseas Worker (NBPPIOW) 5.Data in the Embassies and Consulates Every Indonesian migrant worker is required by law to notify and report the arrival, existence and repatriation of worker to the Indonesian Embassies and Consulates in the destination country 8 4

  5. 12/2/2013 DATA RELATED TO MIGRANT WORKERS (3): 6.Data reported by Indonesia Agency Indonesia Placement Agency must report periodically the placement of migrant workers to Minister of Manpower and Transmigration 7.Immigration Data Embarkation and Disembarkation data of migrant workers 8.Insurance Data Every Indonesian migrant worker must be insured before and during placement period.   7. 12/2/2013 Data of Dispute Settlement for Indonesian Migrant Worker Cases Data of Indonesian migrant workers cases and its settlement can be collected from the Institutions who in charge of cases settlement, such as: 1.Representatives of Government of Indonesia (Labour Attache, Consular, etc) 2.Indonesian Employment Agencies and Foreign Worker Employment Agencies in destination countries 3.National Board for Placement and Protection Indonesia Overseas Workers Crisis Center 4.Insurance Companies 13 13 Treatment for Irregular Migrant Workers 1.Improving the Supervision of the recruitment and selection process, training and competency examination, document preparation, medical and psychological examination, etc 2.Through Multilateral Cooperation: The ASEAN Committee on the Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW) 3.Combating the Smuggling of Migrants and Trafficking in Human Beings Established Task Force to prevent non ‐ procedural Indonesian migrant workers in 20 port of embarkation/debarkation Objectives:  To prevent non procedural placement of migrant workers who will work overseas.  To Strengthen migrant workers protection system in central, province, or in city district, especially in area of embarkation/debarkation.  Common understanding and uniformity of prevention service of non ‐ procedural migrant worker 14 14 7
