Background

O Trucks would stop within

the Town limits but still on the major highway creating a bottleneck and a potentially dangerous situation.

O This stopping was done

mostly near eating establishments on Highway 7

O Council recognized the

need for additional traffic enforcement on Hwy 4 and Hwy 7.

O Over 5500 vehicles pass

thru this intersection daily.

O Traffic was a major

concern.

Background

O RCMP were unable to provide service at the level

Council felt was necessary.

O Previously Bylaw Enforcement was done by

Administrator and office staff.

O In June, 2008 Town created the Bylaw

Enforcement Officer position and began the recruitment process.

O Rosetown RCMP supported the Town as they

recognized their members would now be available to do other enforcement.

O Incumbent was hired by the Town in

December, 2008.

O Having worked for 12 years as Auxiliary

Constable with Rosetown RCMP detachment prior to being hired by the Town as Bylaw Enforcement Officer.

O In February 2009, the communities of Elrose

& Kyle made application to the Town of Rosetown to use the services of the Special Constable.

O Later that year, the RM of St Andrews

requested the services as well.

Constable position for Elrose, Kyle and the RM of St Andrews.

Primary Responsibilities

O Acting on behalf of the Town before the courts in

the prosecution of charges laid.

O Refer all matters of law enforcement not within

the Town’s jurisdiction to the proper police authorities and maintain a record of all referrals.

O Assist other law enforcement agencies as

requested with enforcement activities in town.

Primary Health Centre Development Town of Rosetown & RM of St Andrews

Background

O After approaching existing doctors regarding buying out

their clinic, The Town of Rosetown decided to partner with the RM of St Andrews to build and operate a new clinic. The Town would supply the land. The RM would pay for & supervise the construction. The Town would recruit and manage the physicians. The Town would also operate the clinic and charge the doctors a monthly fee to use the staff & facilities.

Background

O Correlating with the local Health Region helped

especially with physician recruitment. The Saskatchewan International Physician Practice Assessment (SIPPA) was instrumental in qualifying prospective international doctors.

O The Physician Recruitment Agency of Saskatchewan

(SaskDocs) also helped in many ways.

Timeline

O Initial discussions took place in 2012 O During construction the doctors used the lower portion

  • f the hospital. The first doctor arrived January 14 and

the second arrived in May.

O The clinic opened June 17, 2013.

Equipping the Clinic

O Starting with the

Christmas season and afterward, solicitations for donations and sponsorship of the equipment to supply the Clinic were circulated.
