▪ AMAC Action does not actively work for, on behalf of, or endorse any political party or candidate in their campaign for public office ▪ AMAC Action does support candidates’ proposals, bills, efforts, ideas, policies, and initiatives that reflect conservative values ▪ AMAC members and volunteers may work as private citizens on campaigns, but not in their capacity as an AMAC or AMAC Action representative

Washington, DC Update
- In Washington we have retained a Lobbying firm to work with us.
The firm is called Schoening Strategies. Palmer Schoening and Alex Ayers are working with us on the AMAC priorities.
- H.R 856 Physician Pro Bono Care Act
- Thank you all for promoting this legislation in your local
- Districts. We deeply appreciate your work because it is making
it happen
- We are now up to 19 cosponsors on this bill. Palmer Schoening
and Alex Ayers continue to meet with members of Congress on The Hill to garner additional co-sponsors. Overall the bill is receiving positive responses. We anticipate a number of new cosponsors signing on to the legislation over the coming weeks as a result of all of this activity
Washington, DC Update
- We are sowing the seeds, hopefully for some congressional
consideration, for introduction of our Social Security Guarantee (SSG) and Social Security Plus (SS+) Initiatives.
- We are hopeful that we will be able to get those introduced,
particularly the Social Security Guarantee in the Senate. Congress returns from recess on September 9th; they have been out for about 6 weeks.
Washington, DC Update
- With regard to the SSG initiative
- The House Ways and Means Committee is considering a bill called H.R
860 which was sponsored by Rep. John Larson who Chairs the Social Security Subcommittee. They have a substantial number of sponsors including most of the Democrats in the House. The belief is, the bill must be a bipartisan if there is going to be any chance of passage.
- We have made recommendations to the House Social Security
Subcommittee and will be redoing that to the full committee as a compromise measure to incorporate the better provisions of the Larson bill, those that were proposed by former Rep. Sam Johnson who Chaired that committee and who has since retired, and the key elements of our SSG. We will see.
- We do believe that the Senate, at this point, provides the best
- pportunity for the introduction of the basic components of the SSG
Washington, DC Update
With respect to major legislation Congress is going to have to deal with, the appropriations to keep the government funded
- House has passed 10 of 12 appropriations bills
- Senate’s record on that is zero
- Turmoil will be going on before the fiscal year ends on September
- 30. There will be a gnashing of teeth
- There is discussion about going to a 2-year-appropriations process
rather than a single year
Washington, DC Update
With respect to the administration:
- The Administration is active working on making adjustments to the Capital Gains
rules.
- Presently in calculating capital gains, the Consumer Price Index (CPI) is not
included in that calculation so that when your assets grow, let’s say from 1980 to 2019 and you cashed them in, your capital gains tax is on that overall growth.
- What we have been arguing and Americans For Tax Reform have been arguing is
that the President should apply the CPI so there is a true measure in terms of calculating what the actual appreciation is. In other words, take the CPI out of it and that reduces the actual amount of the capital gain and reduces the amount
- f the taxation. It is only fair.
- We are pushing for this and Grover Norquist, the President with Americans for
Tax Reform, sent a Washington Post op-ed out that will be included in the AMAC
- media. We will be weighing in heavily with the Administration to push the
President to pull the switch and correct this. We don’t need the Congress to do that.
Washington, DC Update
Also, we have been working with the Administration to get them to embrace our H.R. 856 Physician Pro Bono Care Act as one very doable health care bill that can have significant impact to the nation’s poor and also reduce the amount of outlays in terms of Medicaid which is really out of control right now. We continue to press on this.
Washington, DC Update
Convention of States initiative which continues to gain attention.
- We have done a deep dive into this subject
- As you may know, Article V of the Constitution does authorize a Convention
- f the States to be called. It requires two-thirds of the states to call a
convention to focus on specific changes or Amendments to the Constitution. Three-quarters of the states must approve whatever comes out of the
- Convention. Calling a Convention requires the States to petition Congress to
call a Convention, Congress then calls the Convention. The Agenda is supposed to be strictly limited to certain key elements like budget control, tax control, term limits and those kinds of things.
- We will have an article published before long laying out the discussion and
the counterpoints against it which have arisen primarily over fear of a runaway Convention. In our opinion, that is not likely because it takes 38 States to approve. That is a very difficult and complex process.
Washington, DC Update
Efforts to bypass the Electoral College as a Constitutional issue
- This is really an effort to leave the selection of the President to a
popular vote which would mean the populous States would fundamentally control the Presential selection
- Frankly, this is an effort that is repugnant to the whole notion of the
Constitution and that we are the United States of America and we need to preserve the rights of all states to be involved in the selection of the President rather than deferring that to New York and California
- Those are the issue to pay attention to. We are continuing to address
those, and we are on the alert!

Jim Alexander – Southeast Regional Rep Report (Florida, Georgia, Alabama and South Carolina)
- August 8 - 9 Madison, Alabama met with AL-05 Delegates Birdie Rice and John
- Sheppard. They are both very committed and working toward holding an event
in their District.
- August 22 – 23 West Palm Beach, with FL-18 Delegate Gretchen Feng, met with
Congressman Brian Mast and his staff. On Friday I will be meeting with another Delegate, Steve Laine.

Best Practices
▪ AMAC Action Staff will prepare presentation folders for you to leave with your Congressman for your District office meeting. ▪ Please let us know 2 weeks prior to your scheduled meeting and we will mail those to you. ▪ Scott Kosterz, WI-01: Recommends going to your county fair and visit the Republican party tent. It’s an opportunity to stay in front of key people, shake hands, and meet and greet. Don’t be shy about inviting local political figures to chapter meetings. ▪ Jack Thomas, NJ-04: Recently became a delegate, called the congressional office and left a message requesting a meeting. The call was returned from the District Director (whom is equivalent to Chief of Staff) and a meeting was set. “How easy was that?” ▪ Lee Elliott, NV-02: He will be speaking with state legislator regarding Bill AB401 requiring residents to register their motor vehicles and to turn in the odometer reading for potential taxation on mileage. Suggests speaking to state legislator to get involved in community and local level. Put a label on the back of your business card listing chapter meeting times.
Best Practices
- Kay Youngman, NM-02: Attended a non-AMAC event where congressman
was in attendance and because she met with him previously, he remembered her. The point is multiple touches are critical in developing a relationship with your congressmen. Suggests inviting local groups such as Alzheimer’s Association to present at a chapter meeting.
- Bobbi Sommer, OH-14: It took her almost two years to get a commitment
from congressman to schedule a Town Hall. Initially, she got it scheduled but it was too short notice to successfully market the event for good attendance; had to cancel but she kept pursuing. Persistence paid off! It is a mutual beneficial opportunity to do an event for AMAC members because representative can gain additional support as these members
- ften become supporters.

Scott Kosterz, WI-01: How can they add branding more effectively at meetings? Would like to have an AMAC Action banner for photos with congressman. AMAC Action will provide PDF artwork with a variety of poster size options, 11” x 17”, 18” x 24” or 24” x 36” to print at a local Office Depot or Staples. The specifications for the poster will be included in the resources section of the website. You cannot alter
- r modify the artwork.
Don Colongeli, NY-22: Who is the Regional Rep for the Northeast region? We do not have one, we are focusing on implementing Regional Reps nationwide. Howard Conway, TN-03: Will there be training for the new website? Yes, we’re planning a training session once the website is launched.

Peter Sheff, ME-02: What is the difference between a Town Hall/Meet & Greet and a Candidate Forum? A Town Hall/Meet & Greet is when the congressman is invited to speak to their constituents. When there is a Candidate Forum, you need to invite both parties running for the position via email so there will be a record of it if one of the parties decides not to attend. This will be a special topic in our September’s Teleconference Call. Do we send emails to both types of events? Yes, and we’d like 4-5 weeks of lead time. Jack Thomas, NJ-04: Security for meetings? The congressional office had a concern about heckler distractors attending. Let the office know they will be in front of a friendly audience of AMAC members. The local congressional offices are used to handling security, but we recommend asking if they will be taking care of it. What is the feedback from H.R. 856 support? Overall from the conservative members
- f Congress, we are receiving positive feedback.

Paul Buckwalter, PA-11: Where will next year’s convention be held? We are thinking it may be in Orlando, several venues are being vetted as we speak. We hope to make a formal announcement by our next Teleconference call. Randy Fischer, FL-03: Will there be an AMAC Action app for iPhone/iPad for triggering messages to Congress or staff, order business cards, etc. We will look into it after the website completion. We would love to step up technology four our Advocates to use internally.

Barb Schwerman, KS-04: AARP magazines are in doctor offices. The doctor(s) may be AARP member(s) or patients may be bringing them in. We currently send magazines to various doctor offices and other businesses such as chiropractors, barber shops, libraries, and churches. It is a good practice to leave your magazine at your local doctor office. If you would like to distribute magazines, please notify us of where you’d like to leave them and how many you’d like to receive. Are we allowed to have a speaker from a local Convention of States to speak at a Chapter meeting? Yes, it must be educational in nature to simply inform chapter members about this constitutional provision. The speaker should not promote or discourage, must be a neutral discussion.

Gary Henderson, GA-06: Postcards are being discontinued after 2 mailings and shifting to email? The purpose of mailing postcards was to help get your chapter
- launched. After the first 2 mailings, we will go to email format invitations only.
We will be putting a link in events section on the AMAC website for only Delegates and Chapter Leaders to know when and where meetings are being held. We need to ensure we provide a friendly audience as these events are by invitation only to AMAC Members and their likeminded conservative friends. These events are not
- pen to the general public.
Diana Gallagher, NC-02: Along with creation of marketing and handout materials, do you also provide a supply of them to Delegates/Chapters for the event? If so, how many can we expect? Please reach out to us to request marketing materials. We prefer to manage these materials on an as-needed basis.
