Int ntrodu oduction ction VNR’s participants at the Workshop: Mr. Hoang Anh Dung - Expert of Infrastructure Management Department Responsible for infrastructure management, including track, bridge, tunnel, railway civil structures, and track machinery & equipment. Mr. Nguyen Doan Truong – Expert of Rolling Stock Department Responsible for advising VNR on issuing regulations and process of locomotive operation and repairing, guiding and solving technical issues related to locomotive quality, advising on issuing norms of metarials to repair locomotives.

Advantages - Sufficient documents on the management of locomotive quality from the State and VNR. - Having high quality and well-trained staffs. - Directly managing all locomotives in Vietnam. 2. Disadvantages - Lack of equipments for the management of locomotive quality, especially specialized equipment; - Being limited in application of information technology in locomotive quality management, the data system of locomotive management and repairing from the mother company to its locomotive branches has not been set up; - Many types of old locomotives lead to difficulty in procurement of spare parts because these spare parts are not available in the market. - Distributed human resources and facilities for management and repairing of locomotives due to there are many locomotive branches. Therefore, it needs to be rearranged. 10

Fut utur ure e Plan General Target (the Adjusted Development Strategy of the Vietnamese Railway Sector till 2020, the Vision till 2050 approved by Prime Minister in 10 Feb. 2015) - To develop the railway transport system to be synchronous in terms of infrastructure and transport operation organization, railway industry and service at a high level. - To ensure railway transport activities to be throughout, orderly, safe, punctual, fast, convenient and effective to become the motivation for socio-economic development, serving for the modernization and industrialization process of the country, satisfying the requirements on regional and international integration, ensuring national defence, security and environment protection.

Fut utur ure e Plan Specific Objectives - Invest in new models for overhaul system - Complete assembly locomotive technology with the domesticalization rate from 20-25% and continue manufacturing of locomotives. - Replace old and small capacity locomotives by new locomotive with the capacity of more than 1,900 HP. - Invest in technology research to improve locomotive quality. Focus on researching to domestically manufacture spare parts for locomotive repairing. - Use software for locomotive quality management.
