Florida-Friendly Ground Cover

Florida State Statute (Statute) 373.185 prohibits any deed restriction or covenant from preventing an owner from installing Florida-friendly ground cover on their lot. The Architectural Review Manual provides regulations regarding acceptable Florida-friendly ground cover. The ground cover is to:

  • maintain a “lawn like” appearance
  • be fast growing
  • be appropriate to the region
  • have a mature height of one (1) foot or less

Florida-Friendly Ground Cover

Full ground cover shall be achieved within eight (8) months of the ARC application’s expiration date. This is to permit sufficient time for the ground cover to reach its mature spread.

  • Density of plants
  • The site plan indicates

Reviewing Landscape Beds

  • Things to consider when reviewing applications for landscape

enhancements to determine if the plan violates any District rules, policies or procedures:

  • Dimensions to property lines, easement areas & road right-of-ways
  • Landscape walls and plant material height
  • Size of beds
  • Location & quantity of proposed plant materials
  • Is it aesthetically pleasing and harmonious?

Tree Removal

  • When Community Standards receives a request for removal of a

canopy tree, information is forwarded to District Arborist

  • Considerations of Arborist:
  • Type of tree
  • Location of tree
  • Health of tree
  • Safety concerns
  • Dual Ownership
  • Roots/limbs causing damage
  • Arborist provides a report with recommendation

Tree Removal

  • ARC takes the Arborist’s report into consideration and any
  • ther testimony submitted. In addition, members should

consider the following factors before making a determination to approve or deny the tree removal:

  • Did the species outgrow the area?
  • Can root pruning correct concerns or prevent further damage?
  • If tree removal is approved, should stipulation be added requiring owner to plant a new

canopy tree?
