Introduction and Baidoa context

▪ Since the beginning of the year 2016, 51322 HHs so in total 359944 IDPs have arrived in

Baidoa due to drought. Majority of them are youth, women and children

▪ Many refugees returnees are also coming from Dhadhab and Kakuma in Kenya, Ethiopia and

Yemen

▪ Additional IDPs and Refugee Returnees flows into Baidoa are predicted but this depends on

Kenya Repatriation of Somali Refugees in Kenya, and recurrent droughts, conflict and seasonal food insecurity in different location inside Somalia .

▪ The influx brought huge environmental impact, water shortage, hygiene and sanitation

challenges, issues in access to very limited existing basic services, etc.

▪ 80% of the IDPs and returnees are willing to stay in Baidoa and integrate with the hosting

communities.

Planning phase for Local Integration

▪ Baidoa Municipality working with the South West State Authorities provided land for

IDPs and work on an integrated urban plan.

▪ Baidoa remained easier to welcome the influx of IDPs, as well as refugees returnees

from Kenya for the following main reasons:

1.

Enhanced security on the ground

2.

Agriculture and farming activities in Baidoa and around the region

3.

Community dialogue, community engagement and focus on social inclusion

Municipality leads multi stakeholder planning

▪ With effective leadership, Baidoa municipality coordinated humanitarian aid/ emergency operations

and longer term development in the region at the same time, bringing together multiple stakeholder to work on collective plan.

▪ Baidoa remained the most secure part where the UN has maximum capacity (staff, warehousing,

communications, and airport) in the region .

▪ Community consultations take place in traditional meeting locations (such as under large shade trees)

and are facilitated by Baidoa Municipality and local elders, who lead with an opening of the IDP camps in the city.

▪ Community Action Plans were developed with relevant stakeholders including the UN and

local/INGOs, Government Authorities to inform District Plan – area based planning

Engagements with Development Partners for Local Integration Programming

  • Timeframe of most projects is a challenge.
  • Inclusive Durable solutions programming: IOM SOMALIA and UNHABITAT

supported a series of consultations on durable solutions planning, land laws and city extension to integrate the IDP settlements. The consultations brought together key stakeholders of the project to discuss the land law framework and the contents of the draft law for South West State of Somalia was brought before SWS parliament which endorsed the land law in March,2019.

  • Provision of land for IDPs: In support of the New Urban Agenda Cities2030 and

Sustainable Development Goals on cities, the office of the mayor and SWS worked on providing land to resettle the influx of IDPs in Baidoa and support unprecedented urban growth of Baidoa. The new settlements will accommodate both IDPs and vulnerable host communities

  • Service Delivery and Capacity Building for IDPS: Durable solutions unit will help

to relocate the first phase of 7000 IDPs households to the new settlement. The relocation of first Patch of 1000 HH at risk of eviction started on 16 Jun 2019.

  • World Bank’s Somalia Urban Resilience Project (planned) will help improve the

municipal government’s capacity and service delivery to increased urban population.

  • Participatory Planning and social accountability: Community action plans and

resilience programming workshops with NGOs such as ReDSS, IOM , and UN

  • Disaster Risk Management: Advocacy for Disaster Risk Management (DRM)

programme in Baidoa, Somalia with ReDSS, IOM and UN-HABITAT

Baidoa Municipality Actions to enhance Durable solutions response and partnership

  • Baidoa Municipality established a durable solution Unit bringing together resilience

and displacement actors. Drought and food insecurity are key drivers of forced

  • displacement. Therefore Baidoa municipality plans to strengthen early warning system and

to focus on early solutions including with the private sector investments for water supply in rural areas. The Durable solution unit will be opened 25 of September, 2019.

  • The Municipality will increase focus on livelihoods/social safety nets to reduce

vulnerability and increase coping mechanisms in collaboration with the private sector and durable Solution partners in Baidoa. Durable Solutions Technical Working group was established to facilitate implementation of durable solutions programming in Baidoa

  • Build labour systems and workforce at community level to promote equity and labour

market policies during disasters

Baidoa Municipality Actions to enhance common vision and joint analysis

  • Baidoa Municipality through the durable solution unit provide a space for

stakeholders to come and plan together under municipality leadership

  • Joint local integration analyses have been developed and partners are working

together on a social accountability platform, aspirations surveys to better understand displaced and host aspirations, urban land issues, and how to measure local integration

  • Actors are using similar indicators and integrated approaches through area based

planning

  • Municipality is supporting collective trainings and workshops bringing together local

authorities, humanitarian/ development stakeholders, displacement affected communities

  • Generated employment and growth
  • Public work programs enhanced labor productivity and skills
  • Created opportunities for the youth through labour; improved social cohesion,

  • Promoted interactive dialogue between host communities and the IDP population
  • Local Government led urban response to displacement is the most sustainable

approach – Baidoa municipality provides leadership and coordination
