application and approval process to progress once they are approved The collecting agency and the developer may enter into agreement to reconcile (over or under payments) contributions once the final ICP is gazetted.

An independent valuer must be engaged to undertake site specific valuations for the parcels where there is a higher than average contribution of land (section 46GN of the Act) The VPA must then notify affected landowners and council in writing of the results of the valuers reports (section 46GO and 46GP of the Act) The affected landowners then are able to make a submission about the valuers report. (section 46GQ

  • f the Act)

The intent is for the land to be re-valued annually as there is no existing index appropriate for changing land values.

The VPA will utilise a set of standardised ‘benchmark costs’ to estimate costs for infrastructure items For ‘non standard’ construction items, a design and costing will be undertaken The benchmark costs will be consulted on Costs will be provided as part of the exhibition process for supplementary levies only.
