  3. Certificate of Appropriateness (CA) What is it? When is it needed?  A permit* to allow  Work on all alterations, structures and sites construction, or  Contributing structures demolition of a  Non-contributing structure or site structures that is located in a  Work in rear and non- protected facades designated  Fences/gates Landmark district  Most landscaping * Does not replace a Building Permit, which must be obtained separately if required for your project.

  6.  Guidelines Design guidelines are found in the district’s ordinance. The ordinances can be obtained by: Downloading directly  from the Historic Preservation website Contacting the staff  member in charge of the district

  8. Instructions  Application  Contact a Preservation Planner in advance of the deadline to discuss your application and requirements.  Do not write “match existing” on your application or plans. Exact specifications must be submitted for every request.  Digital copies of images, photographs, and plans are preferred.

  9. Instructions  Application  Items on the submittal criteria checklist must be submitted WITH your application. Incomplete applications are not accepted.

  10. Why is such detailed  Application information required?  To ease the customer’s process in BI. Building Inspection requires that all final plans are approved and stamped by Landmark. Preliminary plans and altered plans are no longer accepted by BI staff.  To save the customer time. Plans that are rejected by Building Inspection must be reapproved by Landmark.  To prevent surprises in finished design Vague specifications and plans often lead to misunderstandings that cannot be reversed once approved and installed.

Standard Review Process Certificate of Appropriateness Application (CA) submitted Task Force Review Staff Review Staff and Task Force recommendations mailed to applicant APPROVED DENIED CA/CD emailed Applicant can LANDMARK COMMISSION HEARING 10 days AFTER resubmit or (Final Decision) hearing appeal to CPC

  12. Courtesy Review Process Courtesy Review Application (CR) submitted Task Force Review Staff Review Staff and Task Force recommendations mailed to applicant LANDMARK COMMISSION HEARING NON-SUPPORTIVE SUPPORTIVE (Final Decision)

What is considered Routine?  Routine Maintenance  Installation of a chimney located on an accessory building, or in the rear 50% of a main building not part of the corner side façade; Review by Staff member only installation of an awning located on an  Same CA application as standard review accessory building, or on the rear façade of a main building; No deadline shingle replacement that does not include  a change in color; Processed within 20 days, but usually installation of a wood or chain link fence  takes 7-10 business days that is not painted or stained and meets the preservation criteria with no exceptions; installation of gutters and downspouts  that matches the dominant trim or roof color;

  14. What is considered Routine?  Routine Maintenance installation of skylights and solar panels;  installation of window/door screens;  application of paint that is the same as the  Review by Staff member only existing or that is an appropriate dominant, trim, or accent color; Same CA application as standard review the restoration of original architectural  elements; No deadline minor repair using the same material and  design as the original; Processed within 20 days, but usually repair of sidewalks and driveways using  takes 7-10 business days the same type and color of materials; the process of cleaning (including but not  limited to low-pressure water-blasting and stripping, but excluding sandblasting and high-pressure water blasting); painting, replacing, duplicating or  stabilizing deteriorated or damaged architectural features (including but not limited to roofing, windows, columns, and siding) in order to maintain the structure and to slow deterioration.

  15. What is considered Routine?  Routine Maintenance ALWAYS check with the Review by Staff member only Staff member in charge of Same CA application as standard review your district first before assuming that your work No deadline will be considered routine maintenance! Processed within 20 days, but usually takes 7-10 business days

  16. Reporting Violations  Report all suspected violations to 311.  All complaints are investigated by a zoning inspector from Building Inspection first, then verified with the preservation planner in charge of the district.  Stop Work Orders, Holds, Notices of Violations, and Citations are issued by Building Inspection. Preservation Planners do not issue any of the above.  Multiple complaints on the same issue are not recorded when the investigation is pending.  Complaints can be anonymous.

  17. Citizen Participation  All residents are encouraged to attend Landmark Commission meetings to learn more about the process. If attendance is not possible, the recordings of the hearings can be watched online at dallascityhall.com

Citizen Participation  Any resident can attend the Landmark Commission to voice their opinion about any application.  Comments may be submitted in writing via email or US Mail if attendance in person is not possible.  Citizens can ask to review any application by contacting the Staff member in charge of the district and arranging an appointment.
