Leonardo – Who can apply?
All those in vocational education and training (legal bodies only), other than at tertiary level, as well as the institutions and organisations facilitating such education and training, such as :
- Institutions or organisations providing learning opportunities in the fields
covered by the Leonardo da Vinci sectoral programme;
- Associations and representatives of those involved in vocational
education and training, including trainees’, parents’ and teachers’ associations;
- Enterprises, social partners and other representatives of working life,
including chambers of commerce and other trade organisations;
- Bodies providing guidance, counselling and information services
relating to any aspect of lifelong learning;
- Bodies responsible for systems and policies concerning any aspect of
lifelong learning vocational education and training at local, regional and national level;
- Research centres and bodies concerned with lifelong learning issues;
- Organisations at tertiary level can participate in the projects, but
the results should not target those attending vocational education and training at tertiary level
- Non-profit organisations, voluntary
Transfer of Innovation (TOI)
- Focus on transfer of innovative solutions (best practice) in VET
between participating countries
- Products can have local, regional, national, sectoral or
European approach
- Transfer involves some form of adaptation (linguistic, cultural,
sectoral) of existing products to meet the needs of recipient groups
- Transfer roles should be clear (import, export, development and
adaptation) piloted in new contexts and eventually integrated

Transfer of Innovation involves:
1. Identifying and analysing user requirements 2. Selecting and analysing innovative content to meet those requirements and analysing the feasibility of the transfer 3. Integrating (or certifying) it in European, national,
- regional. Local and/or sectoral training systems

- Adapting it to the training systems, culture, needs
and requirements of targeted users (can include updating the product)
- Transferring it to new sectors or linguistic contexts
- Using it in new sectors or new target groups,
including piloting it in public or private training structures

Transfer of innovation –Key Information
- The next deadline to apply for Transfer of Innovation funding is
28 February 2011.
- You will need at least 3 partners in 3 different participating
countries to apply.
- You can use Preparatory Visits funding to meet partners for your
project.
- Projects last for up to 2 years.
- The co-coordinating partner must apply to their National Agency
and will be responsible for the funding for all partners.
- You can receive a maximum grant of €150,000 per year =
maximum 75% of total budget
- Partners must contribute at least 25% of the total project budget.
Transfer of Innovation – Questions to consider
- Does your project fit with the aims of the Leonardo programme?
– It is vital that your project idea should be in the domain of vocational education and training.
- Does your project fit with the aims of the Transfer of innovation measure?
– For more detailed information about the Leonardo Transfer of Innovation measure read file no. 32 of the LLP Guide 2011: Part II b - Explanations by Action
- Are the funding and timescales of the measure appropriate?
– Funding is up to a maximum of €150,000 per project per year. The minimum level of match funding is 25%. The duration of the Transfer of Innovation projects can be a maximum of 2 years. If you apply in February 2011 your project shall begin in October 2011 and last for up to 24 months.
- Can you meet the minimum requirements of the Leonardo programme?
– An eligible project consists of organisations from a minimum of 2 countries
- utside Ireland (e.g. Ireland – your organisation, plus one partner in Spain
and another in Poland).
- Does your idea fit with one of the current Call Priorities within the
Leonardo programme?

Priorities 4 – 6 4. Development and transfer of mobility strategies in VET 5. ECVET for transparency and recognition of learning outcomes and qualifications 6. Improving quality assurance systems in VET
Priority 1: Encouragement of cooperation between VET and the world of work Support close links to working life to make VET more responsive to labour market needs. Support implementation of New Skills for New Jobs strategy Foster the involvement of different stakeholders in making VET more responsive to labour market needs Test and transfer into practice common methods and systems for anticipation of skills needs Foster integration of working life into institution-based VET
Priority 2: Support to initial and continuous training of VET teachers, trainers, tutors and VET institution managers Promote the role of VET professionals in response to systemic changes (such as the focus on validation of prior informal and non-formal learning) Strengthening the link between VET professionals and working life Promote VET professionals’ pedagogical skills and involvement in curriculum development Promote the acquisition of competences which will enable VET professionals to teach transversal competences

Priority 4: Development and transfer of mobility strategies in VET Mobility is a major strategic priority in the Education and Training 2020 Strategy. Applications should: Adopt and transfer structure and tools to support mobility in VET Transfer approaches for the generalisation/integration of mobility into VET curricula Transfer models for reciprocal exchanges of trainees
Priority 5: ECVET for transparency and recognition of learning outcomes and qualifications
Projects should prepare, organise and ensure the transfer of methods, guidelines and tools aiming at the implementation and use of ECVET principles for mobility/LLP purposes
Applications must address all of the following:
– Practical transfer processes to aid understanding/application of ECVET by VET stakeholders – Practical solutions to facilitate development of innovative practices in VET, using ECVET – Develop and disseminate strategies which can be replicated at European level and transferred – Provision of open information and supporting resources ensuring

Priority 6: Improving quality assurance systems in VET
Projects should contribute to exploitation of any innovative approach in the field of Quality Assurance in VET Transfer, use and disseminate the results of the ENQAVET project Transfer and exploit results of projects on implementation of Common Quality Assurance Framework (CQAF) and LdV projects on quality assurance in VET Update relevant and innovative project outcomes related to the implementation of CQAF in view of the adaptation to the European Quality Assurance Reference Framework

Steps Involved in a TOI project
The innovative solution (product, framework, tool, course etc.) should already be established and a copy of the output available with the application Innovative content may come from one or several previous Leonardo/European project(s) but could also have been developed by an organisation themselves. Some needs analysis for the new target group/country may be required Adaptation of the content and translation (if applicable). Some further development of the original outputs can be included at this stage also Piloting of the adapted content with the new target groups and evaluation of this process to feed into the final results Strong Project Management and communication procedures Quality management procedures Strong Dissemination and Exploitation plan to allow for integration into the partner organisation as well as local/regional/national/sectoral systems

Relevance
The proposal should …..
- relate to Vocational Education and Training and
appropriate target groups
- contribute to one or several operational objectives
and one priority
- provide a clear needs analysis with appropriate
statistics and referencing
- address this need across the partnership (i.e. include
examples, statistics from Partner countries (if transferring out)
- provide outputs which are relevant to the target
beneficiaries
Innovative Character
- Innovation can be new products/practices/methods/tools, new
target groups, new sectors, new partnerships, new delivery methods etc.
- Is the product you are transferring of good quality and can you
provide evidence of successful implementation and sustainability in the original setting? (e.g. letters of support, evidence of uptake)
- Is it appropriate for transfer in the proposed setting?
- Is the transfer element clear? (import, export, sectoral,
geographical)
- If there is too much time spent on research and development
then the project cannot really be considered a Transfer of Innovation project
- The right to transfer the products must be confirmed
Quality of the Consortium
A good partnership…
- Is a multiplayer partnership with diverse partners (can
provide a good basis for successful delivery and dissemination)
- Has input from all partners with all contributing to the
final outputs
- ensures the target group are represented in the
partnership or should have a good track record of working with the target group.
- has the expertise to adapt the outputs (technical,
sectoral, educational etc.)
- Ensures that tasks are appropriately allocated
European Added Value
- The proposal should demonstrate the benefits of a transnational
partnership for all partners i.e. the issues addressed benefit from a European-level approach as opposed to a National-level approach
- Can the products be further adapted/customised for wider
European contexts?
- The project should benefit all partners either directly or indirectly
- Outputs should be available in as many languages as possible
to maximise the impact across all countries.
Work Programme
Approximately 6 to 10 work packages including separate workpackages for Dissemination, Exploitation and Evaluation Objectives
- These should be SMART (Specific Measureable Achievable
Realistic and Timebound)
- The outcomes should be directly linked to the aims and
- bjectives and should be appropriate for the target groups

Impact
- Explain the expected impact in both short and long
term in relation to target groups, target sectors, vocational training systems and practices
- Show that the impact will be real and sustainable
- There should be clear explanation of how the impact
will be measured and what the indicators are
- The dissemination and exploitation strategy should
be appropriate to achieve the impact proposed
Cost Benefit Ratio
- Budget should be related to the proposed activities
and be realistic in light of objectives, activities and results – cost it from the bottom up!
- Budget should be reasonably evenly distributed
among partners (apart from Coordinator) and in relation to their proposed activities
- About 10-20% should be allocated to
dissemination/exploitation activities
- There are limits for the following categories:
Subcontracting (30%), Equipment (10%) and Indirect Costs (7%)
- Budget should be consistent with Letters of Intent
When is TOI a success?
- Number of beneficiaries and local, regional
stakeholders will continue to use the products beyond the project
- Training institutions/workplaces are required by local,
regional or national authorities to use the product
- Continued funding from local sources to sustain the
product
- Change occurs in educational system on a national
level
- Change occurs at European level through the
participation of European Associations
TOI formal conditions
- Next deadline to apply for TOI funding is 28th February
2011
- Participating countries are: 27 Member States of the EU
+ Turkey, Norway, Liechtenstein and Iceland (+ Switzerland + Croatia)
- Minimum of 3 partners from 3 countries
- Max Duration: 2 years
- Grant is a maximum of 75% (not more than €150,000
per annum)
- The lead partner applies to their NA for funding for the
whole partnership
Important Information
LLP Guide 2011 Part 1 (NB Transfer of Innovation is NA2) – Submission Procedure P.17 – Assessment and Selection Procedure P.19 - 22 – Financial Provisions P– includes maximum eligible daily rates for staff costs P.40-49 Please note, some countries have decided to lower these maximum rates, the Irish E-form supplement shows the latest rates but please ask your partners to check with their own National Agency for the maximum rates.
- For Staff costs you should apply the rates of the National
Agency of the Partner country (e.g. For Manager costs in Spain, refer to the maximum rates on the Spanish National Agency website) – Maximum Subsistence Rates – These will be available in the E- form supplement alongside the Application Form and are also available on P. 47 of the Guide
- For Subsistence costs, the rates of the National Agency of the
Applicant apply (e.g. For a Spanish Partner travelling to Poland, the rates displayed in the Irish E-form supplement apply)

- Will be an E-Form and submitted both
electronically and in hard copy

TOI Eligibility Criteria (See Application form)
- Make sure that, in addition to the electronic form of your application,
you also submit a signed paper version: in section J-Signature of the application form (see below) the paper version must bear the original signature of a person authorised by the applicant organisation.
- The signature also confirms that your organisation is not in a situation
- f the exclusion criteria and that you have the necessary capacity to
successfully implement your project.
- Make sure that you have used the official application form for the
activity planned in the project
- Make sure that all fields in the application form where you are required
to fill in have been completed.
- The form is not handwritten (except for Section J-Signature)
- Make sure that you comply with the deadline published in the call.
- Make sure that the duration of your project is either 12, 18 or 24
months
- Be sure to comply with the minimum size of the consortium, i.e.
partners from at least 3 countries (including the country of the applicant), including at least one from the European Union.

- The proposal has to be written in the language which will be
used among the consortium partners for the implementation of the work programme. Should the working language of the consortium not be English, French or German then the summary in the application must be in English, French or German.
- Make sure that you have filled in the budget tables in detail.

- Make sure that you have the status of a legal body
- The application must include the CVs of key staff involved in the
project, showing relevant professional experience
- If you are not a public body and your grant request exceeds
