PROJECT VISION This project seeks to address community design, public spaces, bicycle and pedestrian facilities, and parking facilities along the City’s Highway 49 “Main Street” in order to develop a Vision for downtown. The project will result in a set of design elements, guidelines and implementation strategies that the City can use to guide future improvements along the SR 49 corridor. This project is a coordinated effort amongst governing and funding agencies; The City of Angels Camp, Caltrans and the Calaveras Council of Governments.

WHAT WE HEARD FROM YOU ABOUT MAIN STREET...

  • 92% of people surveyed drive to main street.
  • Truck noise, speeding and traffjc through downtown.
  • There are limited, disconnected sidewalks and bike

lanes.

  • Delivery access to downtown is challenging.
  • The Angels Theater sign gets hit by trucks.
  • Limited visibility around buildings in downtown.
  • There is no turnarounds to return to main street.
  • Diffjcult to close down SR 49 for events.

Streets

slide-11
SLIDE 11

ANGELS CAMP MAIN STREET PUBLIC MEETING #3 PRESENTATION

STREETSCAPE RECOMMENDATIONS

  • Plan for complete streets by implementing bike

lanes and sidewalks along the length of SR 49.

  • Slow traffjc through historic downtown to make

streets safer.

  • Defjning the corridor by enhancing the road edge

through curbs, walks and landscape.

  • Make the Rasberry and Hardscrabble intersection

safer by incorporating bump-outs and high visibility crosswalks.

  • Make the Vallecito intersection safer by reducing

pavement area and defjning vehicular and pedestrian movements.

  • Make the Bragg Street intersection safer by

removing the left turn capability and improving the intersection at Bret Harte with a dedicated left turn.

WHAT WE HEARD FROM YOU ABOUT SIGNS...

  • Signs to businesses are diffjcult to see.
  • Parking signage is diffjcult to see and poorly located-

people cannot fjnd parking lots.

  • Roadway signage is cluttered and ineffective.
  • More signage in Midtown to direct people downtown.
  • Previous wayfjnding planning efforts have not been

implemented.

  • Create a gateway so people know they are in Angels

Camp.

  • More informational signs downtown to direct visitors

to stores, restaurants and amenities.

  • Fit in with historic character and context.

Signs

slide-24
SLIDE 24

ANGELS CAMP MAIN STREET PUBLIC MEETING #3 PRESENTATION

WAYFINDING RECOMMENDATIONS

  • Identify funding and implement wayfjnding signage

program, previously adopted in 2010.

  • Consolidate highway signage to reduce visual

clutter.

  • Emphasize signage for parking and parking

turnarounds.

  • Develop a historical downtown walking tour

through interpretive signage or phone ap.

ANGELS CAMP MAIN STREET PUBLIC MEETING #3 PRESENTATION

WHAT WE HEARD FROM YOU ABOUT PARKING...

  • Parking lots are hard to fjnd
  • Parking lots at Rasberry and Angels Creek do not have

easy access to Main Street

  • Parallel parking is challenging on SR 49 (too busy)
  • Curb heights are too high for parallel parking
  • Parking is limited during large events and summer

weekends.

  • Most of those surveyed park at the Visitors Center or

parallel on SR 49.

  • Rasberry Lot is under-capacity because of diffjcult

connections to downtown.

  • Maintain on street parking in front of post offjce.

Parking

slide-29
SLIDE 29

ANGELS CAMP MAIN STREET PUBLIC MEETING #3 PRESENTATION

PARKING RECOMMENDATIONS

  • No Net loss of Parking. Identify a balance of on-

street parking to relocate for increased pedestrian space and safety.

  • Re-Stripe Utica Park and Vallecito Lots to be more

effjcient.

  • Add landscape and Lighting to Rasberry Parking
  • Lot. Re-stripe or expand parking to increase spaces.
  • Public/Private Partnership at Utica Hotel to provide

parking garage.

  • Maintain & Organize On-street Parking along Utica

Park

  • Improve Wayfjnding & signage to parking lots.

Explore a Parking Ap.

  • 2 or 3 Hour Parking/Delivery Access Times along

Main Street. 15 Minute short term parking for pick-up/drop-off at Post Offjce

slide-30
SLIDE 30

ANGELS CAMP MAIN STREET PUBLIC MEETING #3 PRESENTATION

OVERALL PARKING STRATEGY

  • No Net Loss of Parking
  • Rasberry and Vallecito Lots

Re-stripping for a net of +21 spaces prior to any on-street parking relocation.

  • Vallecito Parking in

conjunction with Vallecito intersection improvements

  • r pedestrian bridge to make

connections to downtown and create a return loop to downtown.

WHAT WE HEARD FROM YOU ABOUT PUBLIC SPACE...

  • More stores and restaurants downtown.
  • Activity needs to be increased downtown, more cafes

and parks spaces for families.

  • Businesses need to be open consistently.
  • Sidewalks are disconnected and fail to meet ADA

standards.

  • Sidewalks to destinations such as Utica Park and the

Museum are confusing or non-existent.

  • Diffjcult and expensive to close Main Street for

community events.

  • No park downtown, improve Utica Park and make it

accessible.

  • Need to maintain sense of history downtown.

Public Space

slide-35
SLIDE 35

ANGELS CAMP MAIN STREET PUBLIC MEETING #3 PRESENTATION

PUBLIC SPACE RECOMMENDATIONS

  • Remove 2 spaces for Parklets- Remove 2 Spaces for

Angels Theater Plaza

  • Identify future public spaces or commercial street

expansion such as Birds Way to use for events

  • Maintain and Enhance Mid-block Crossing
  • Improve Intersections with bump outs and landscape
  • Utilize bump outs to change grade across from VC and

add handrails to existing wall.

  • Pedestrian Bridge to Vallecito Parking area and

Angels Creek Trail

  • Encourage Redevelopment of vacant lots
  • Work with ACBA to bring businesses to downtown

and problem solving challenges
