Outline The UNECE/FAO Timber Section Wood energy in the policy focus Available data on wood energy UNECE/FAO and wood energy data The Joint Wood Energy Enquiry Development Structure Outputs/deliverables State of the analysis Future UNECE/FAO Timber Section, 09 November 2006

  3. The UNECE One of five Regional Economic Commissions of the UN 56 Member countries 6 Divisions UNECE/FAO Timber Section – a joint office Work areas: 1. Markets and Statistics 2. Forest resource assessment and indicators of sustainable forest management in the region 3. Sector outlook studies: analysis and follow-up 4. Social and cultural aspects of forestry 5. Policy and cross sectoral issues UNECE/FAO Timber Section, 09 November 2006

  4. Wood energy, why is everybody talking ? International framework: • Climate protection (Kyoto protocol, Johannesburg implementation plan ) • Energy supply security • Sustainable energy supply (International conference on renewable energies - Bonn) Europe : • EC Strategy and action plan on renewable energy sources • EU Directive on Electricity from Renewable Energy Sources • EU Biomass action plan • EU Forest action plan (bioenergy key action 4) • European directive on wood waste • Ministerial conference on Environment in Europe • Ministerial Conference for the protection of the forests in Europe MCPFE + National actions and support for renewable energy supply UNECE/FAO Timber Section, 09 November 2006

  5. Is wood important for energy generation? Europe 25 - Total Primary Energy Supply (2003) Coal 39% Crude Oil 18% Gas Nuclear 4% 23% Hydro 1% 1% 14% Geothermal, Solar, etc. How much of Combustibles it is wood ? Renewables and Waste UNECE/FAO Timber Section, 09 November 2006 Source: IEA 2004

  6. Wood – The major bioenergy carrier Wood energy supply in the EU 25 4% Composition of Cumbustibles, Renewables and Waste 2004 Total Primary Energy Supply (EU 25) 55,4 Mtoe 75 % = 43 Mtoe Other (straw, peat, corn, animal manure etc.) Wood UNECE/FAO Timber Section, 09 November 2006 Wood ~ 3 % of the Total Primary Energy Supply in EU 25 (source: Eurobserv’ER 2005 and IEA)

  7. Primary wood energy data collection: International Energy Agency (IEA) RENEWQ, table 6 Eurobserv’ER UNECE/FAO/EU/ITTO Joint Forest Sector Questionnaire JFSQ FAO/UNECE Forest Resources Assessment MCPFE Quantitative Indicator 6.9 UNECE/FAO Timber Section, 09 November 2006

  8. Forestry and Timber sector versus Energy sector – two sectors – two worlds ? Mtoe, MWh, Roundwood GJ, Mcal, equivalent, TPES, …. m 3 , tons,… Definitions and language UNECE/FAO Timber Section, 09 November 2006

  9. Forestry and Timber sector versus Energy sector – two sectors – two worlds ? H o w i m p o r t a n t i s Where does wood b i o e n e r g y ? W h i c h r o l e d o for energy come w o o d a n d b i o m a s s p l a y from? – How does f o r e n e r g y ? W h e r e d o e s w o o d e n e r g y g o t o ? this affect forestry? Objectives UNECE/FAO Timber Section, 09 November 2006

  10. Forestry and Timber sector – sector internal differences Within the forestry and timber sector differing information wood energy and corresponding volumes of roundwood equivalent can be found on national level. UNECE/FAO Timber Section, 09 November 2006

  11. Forestry and Timber sector – sector internal differences Database internal differences – same correspondent: TC1 2006 (forecast to the Timber Committee) v.s. JFSQ e.g. Country X (Non coniferous wood fuel) 0,714 Mm 3 (TC 1) vs. 2,005 Mm 3 (JQ 1) 3x higher figure for Non-coniferous Wood fuel Different databases - different correspondents: UNECE/FAO JFSQ 2005 versus FAO Forest resources assessment 2005. e.g. Country Y (total wood fuel removals) 2.5 Mm 3 (JFSQ 2005) vs. 18 Mm 3 (FRA 2005) 7x higher in the FRA 2005 UNECE/FAO Timber Section, 09 November 2006

  12. Dilemma Official statistics cover traded goods and consumption. Fuel wood for private use is often traded in informal markets or used through auto consumption. Wood for energy is a value traded good – poor definition in the harmonized trade HS/SITC. National data on wood energy often tend to make a => Underestimation of wood energy and its role for national energy supply as well as its role for the forestry and timber sector. UNECE/FAO Timber Section, 09 November 2006

  13. The IEA/UNECE/FAO Joint Wood Energy Enquiry Scope Development Who does what Outputs/deliverables Structure of the enquiry Future (communication, harmonization, concentration) UNECE/FAO Timber Section, 09 November 2006

  14. The Joint Wood Energy Enquiry – Scope Provide an overall picture: Roundwood equivalent used for energy production Wood energy in energy units and share of national/regional energy/bioenergy production. Sources for wood energy production (direct/indirect/post consumer) Consumers of wood energy (Trends) UNECE/FAO Timber Section, 09 November 2006

  15. The Joint Wood Energy Enquiry – Scope + Provide complementary information to studies on potential wood volumes for energy use + Avoid double work: cooperate and decrease the amount of circulating enquiries for different sectors. Merge existing questionnaires ? UNECE/FAO Timber Section, 09 November 2006

  16. The Joint Wood Energy Enquiry – Development Structural decision: Hamburg Expert meeting (Oct. 2005) - Collecting detailed information on national level based on the Wood Balance Scheme (Mantau/Leek) - Using UBET scheme as Output Matrix Test run – 11 sample countries (end 2005) Link to the energy sector at the IEA IntEnerStat Meeting (Nov. 2005) Structural improvements (Jan. 2006) Decision on region wide application (May 2006) Joint Task Force on wood energy – Joint network (June 2006) (IEA, EC DG Enterprise, FAO and UNECE) Deadline for data replies (Oct. 2006) UNECE/FAO Timber Section, 09 November 2006

  17. The Joint Wood Energy Enquiry – Who does what UNECE/FAO: Adapt the enquiry / layout Provide network of national correspondents for the JQ1/2 Communication (sent out, deadline, follow up etc.) Data verification Publication IEA: Network of national energy correspondents Provide an energy framework Overall energy data Country: Information exchange and estimates Consult available sources / experts Provide information and feedback UNECE/FAO Timber Section, 09 November 2006

  18. Joint Wood Energy Enquiry – Outputs/deliverables Consultation with Nordic countries’ correspondents (Sept. 2006) Deadline for replies (Oct. 2006) Encourage countries with missing data to hand in their data with estimates (Oct./Nov. 2006) Contact with COST E31 (Nov. 2006) Analyse and verify national replies (Nov./Dec. 2006 ) Publication of raw data – share with IEA (05/06 December 2006) Produce comprehensive document for policy makers (early 2007) Report to and guidance from Joint UNECE/FAO Working Party (March 2007) UNECE/FAO Timber Section, 09 November 2006

  19. The Joint Wood Energy Enquiry – Structure Wood for energy use can have many forms… Direct: Logging residues, thinnings, clearings, short rotation coppice etc. Indirect: Residues, enhanced/densified energy carrier (pellets, charcoal, biofuels), etc. Recovered: Post consumer recycled wood products (often contaminated), construction, demolition, waste etc. UNECE/FAO Timber Section, 09 November 2006
