SAF/CO Overview

◼ Charged with harnessing the power of data for timely decision-

making and mission success

◼ Reports directly to Under Secretary of the Air Force (USecAF) ◼ Established in September of 2017; Program Guidance Letter signed

  • n 19 March 2019; Mission Directive signed on 30 April 2019

◼ AF Chief Data Officer – Ms. Eileen Vidrine, SES

◼ Teaming with the Deputy Under Secretary of the Air Force, Chief

Information Officer; and the Deputy Under Secretary of the Air Force, Management, to spearhead the USecAF’s Digital Air Force initiative “Next-generation combat is going to depend on data, more so than any time in the past. It’s important for us to make sure all of our Airmen have uninterrupted access to all of the data they need, when they need it.” – Under Secretary of the Air Force Donovan

SAF/CO Use Case Spotlight: Aircrew Crisis Task Force

22

SAF/CO data visualization tools enabled AF decision-makers to immediately assess recommended COAs on projected pilot inventory

PROBLEM STATEMENT

The Air Force has a pilot shortage due to shifting strategic priorities and funding, increased rate of commercial airline hiring, and challenges with training.

APPROACH 1

SAF/CO gathered and analyzed data associated with pilots, training, and outside influences. SAF/CO leveraged recommended courses of action (COAs) developed by the Aircrew Crisis Task Force (ACTF), and analyzed by AF/A9 and RAND, to develop data visualization tools.

RECOMMENDATION 2

ACTF recommended these COAs to the Secretary of the Air Force with help from SAF/CO dashboards & visualizations:

EXPECTED OUTCOME 3

Based on the results of the Use Case, SAF/CO developed the ACTF Briefing Tool for AF decision-makers, enabling the immediate assessment of recommended COAs on projected pilot inventory.

INCREASE PRODUCTION:

▪ Modify pilot training syllabi ▪ Increase pilot production through additional plant capacity

IMPROVE RETENTION:

▪ Restructure pay to a professional model ▪ Expand retention through a variety of initiatives

REORGANIZE REQUIREMENTS:

▪ Recategorize pilot staff positions to unmanned staff positions
