  2. • To provide guidance regarding implementation of the approved Statewide Substance Abuse Strategic Action Plan for the improvement of the statewide substance abuse continuum of care • Identify Recommend priorities for the improvement of the substance abuse continuum of care • Receive input from local communities throughout West Virginia • Provide recommendations to the Governor regarding improvements to:  Enhancing substance abuse education  Enhancing opportunities to collect and utilize data including data sharing  Policy and legislative action

  3. Purpose as set forth is to provide the Advisory Council with recommendations • for additional support for substance abuse services, programs, realignment or additional funding strategies, • advocate for legislative action; • and recommend initiatives to support the overarching goals in SA Plan Action Plan

  4. New Mental, Emotional and Behavioral Health Education, Awareness and Promotion (Anti‐Stigma) funding to: • Promote efforts to collaborate and coordinate messaging and marketing targeted increased/enhanced education and awareness • Is a statewide – All Regions ‐ campaign Service Delivery – System Improvements • Prevention funding enhancements to:  support increased county level Coalition support  Provide targeted funding to identified high need counties/communities

Legislative Updates • SB 454 – Draft Rules for Opioid Treatment Programs (OTP’s) and Office Based Medication Assisted Treatment Programs (OBMAT’s) were finalized • New rule went into effect on 09/14/16 • http://ohflac.wv.gov/factype.html#type=V1 1115 SUD Waiver under development – concept paper posted for comment now http://www.dhhr.wv.gov/bms/News/Pages/Draft‐ Substance‐Use‐Disorder‐Waiver‐Proposal‐Available‐for‐.aspx Crisis Stabilization/Detoxification capacity developments • Region 2 – 16 beds site visit planned this week

  6. 1. Review the recommendations made by the region last year. 2. Discuss any new recommendations based on the information presented and any other community input. 3. Identify “Bigger than Us” priorities per table and write down (legibly) on the worksheet provided and submit to RTF staff.
