The Government defines affordable housing as: “social rented, affordable rented and intermediate housing provided to eligible households whose needs are not met by the market.”

National Planning Policy Framework (2012)

Affordable housing should: meet the needs of eligible households. Eligibility is determined with regard to local incomes and local house prices; and

  • include provision for:

(i) The home to remain at an affordable price for future eligible households; or (ii) If these restrictions are lifted, for any subsidy to be recycled for alternative affordable housing provision

 Local Development Framework ‘Core Strategy’:

 Spatial Policy 3: Rural Areas - ‘Local housing need will be addressed by focusing housing in sustainable, accessible villages’.  Core Policy 1: Affordable Housing Provision – 30% affordable housing - Newark urban area 10 or more dwellings, rest of Newark and Sherwood 5 or more dwellings  Core Policy 2: Rural Affordable Housing – ‘exception sites’ and need identified by a ‘Housing Needs Survey’.

The District Council owns 5,439 properties, 2514 are designated as supported accommodation. Managed by Newark & Sherwood Homes 56% of the Council’s stock is located in rural areas (villages under 10,000). Registered Providers (Housing Associations) have 2,159 properties in the district, 45% of which are in rural areas. 3,577 households are registered with the Council in need of affordable housing. The District Housing Needs Survey (2014) states there is a need to provide 152 units of affordable housing (mostly smaller homes) pa.

In the District’s 75 rural parishes, 27 Parish Housing Needs Surveys have been undertaken = 247 new affordable homes.

 The Council has an enabling role to deliver additional affordable housing units:  Registered Providers  Private developers (S106)  Land owners  Stakeholders (Parish Councils)  Homes and Communities Agency (Advice/Funding)  553 additional units of affordable housing delivered in the last 7 years.  252 in rural areas with a population of less then 10,000  33 units being delivered in rural areas with a population of less than 3,000.

The Council is developing new build council houses: Completed:  52 general needs homes – Bleasby, Southwell, Boughton, Clipstone, Newark & Balderton  25 supported living bungalows - Bilsthorpe In development:  32 general need homes - Balderton, Edwinstowe and Newark

 The type of housing proposed will depend on what is needed within the Parish, identified through a Parish Housing Needs Survey.  Walesby - Parish Housing Needs Survey = 15 new build affordable homes being developed  On going work @ North Muskham and Caunton  Traditionally in rural areas affordable housing is delivered either through a S106 agreement (local connection), providers own land (including Council land) or on rural exception sites.  If an ‘exception site’ is permitted for affordable housing it is for local people and should be kept in perpetuity.  Local connection to the Parish is usually defined as a household which is:  Currently residing in Parish  Currently working in Parish  Having a next of kin living within the Parish  Ex-resident that has had to move way because of a lack of affordable housing

The best approach to develop affordable housing in rural areas is in partnership with the Parish Council and the local community. Steps followed:  Initial discussions with Parish Council  Assessing need through a Parish Survey  Finding a suitable site within the local area  Selection of Development Partner  Funding  Layout and Design  Parish Council Consultation Event  Planning  Commence development  Completion and letting of properties to meet local need Can be a long process
