What is the Anchor Data Set

  • Anchor is defined as
  • a heavy object attached to a rope or chain and used

to moor a vessel to the sea bottom, typically one having a metal shank with a ring at one end for the rope and a pair of curved and/or barbed flukes at the other.

  • Doesn’t Fit Very well
  • Data Set is defined as
  • a collection of related sets of information that is

composed of separate elements but can be manipulated as a unit by a computer.

Key Thoughts

  • Location of generation matters to both PCM

and Base Cases

  • Changing load forecast introduces challenges
  • Makes it less likely we can keep the same topology

between the Base Case and PCM

WECC’s Opinion

  • The ADS should be limited to data that is at a

specific level of certainty

  • Who should decide this?
  • Regional Planning Groups have to modify the

data set to meet ALL their needs

  • Other users should expect to do the same
  • The data set must be finalized and cannot be

continually updated

  • The vintage of loads and resource data should

be fixed and not change during the development of data

Resolved, that WECC Anchor Data Set Task Force (ADSTF) at its meeting on March 12, 2019, hereby recommend the ongoing Anchor Data Set Workflow and associated RACI Matrix, as modified, for Reliability Assessment Committee (RAC) approval.
