Summary Navigation Team has had 291 contacts with persons living homeless • Provided 116 referrals to other living arrangements Inter-agency and inter-jurisdictional effort to make safer alternatives for unsheltered people to live 67 people living in 3 additional encampments • • Daily, real-time shelter and encampment space vacancies to outreach workers Multi-agency task force providing trash and debris • More than 1600 tons of trash and debris removed 4/12/17 CITY OF SEATTLE – THE OFFICE OF MAYOR EDWARD B. Creating Safe Alternatives • Compass Housing was awarded $1.3m for a new 100-bed, 24/7 shelter in the First Hill Neighborhood. • New shelter will serve a co-ed population, including couples. • First Presbyterian Church (1013 8 th Ave.) • Outreach plan -- includes neighborhood notification and a community meeting on May 22 at 6:30 pm at the church • Project should open in June/July 2017 4/12/2017 CITY OF SEATTLE – THE OFFICE OF MAYOR EDWARD B. Navigation Center • HSD selected DESC and Operation Sack Lunch as operators • Developing Navigation Center programming, budgets, referral protocols, and housing options. • Construction Updates to facility underway • While renovation occurs, DESC will offer services to people in nearby encampments at their 3 rd Ave. day center location known as Connections. • The City will host a second neighborhood and community information sessions about the center on Monday April 24 th at 5pm. 4/12/2017 CITY OF SEATTLE – THE OFFICE OF MAYOR EDWARD B. More Compassionate, Transparent Protocols Departmental Rulemaking Process for Improving Encampment Removal Protocols ◦ New rules went into effect April 3 rd Changes from the public comment draft include: ◦ Explicitly stating that identification and documents are a part of personal belongings which will be stored by the City ◦ Refined definitions of hazards and obstructions ◦ Adding requirements to provide oral notice of an encampment removal, where possible ◦ Increasing the period for storing belongings to 70 days 4/7/17 -- Navigation Team made its first delivery of stored belongings 4/12/2017 CITY OF SEATTLE – THE OFFICE OF MAYOR EDWARD B. Improved Trash & Debris Pick-up Unsanctioned Encampment Locations with Scheduled Pick-up Location Service/Vendor/Updated Count Under I-90 and Rainier Overpass Bellfor provides twice weekly bag and bulky item pick-up. 15 th and Leary at 4814 15 th Ave NW Waste Management provides twice weekly dumpster service. Ballard Locks at NW 54 th St Waste Management provides weekly dumpster service. Cascadia provides weekly bag and bulky item pick-up. Myers Way Area Additionally, the sanctioned camp on Myers Way receives Waste (3/4 mile at 9000 - 9900) Management dumpster service managed by FAS & HSD.   16. Improved Trash & Debris Pick-up Recent On-call Pick-ups at Unsanctioned Encampment Locations Location Service Provided Myers Way Weekly pick-ups by litter crews. (9000-9900 Myers Way) Regular on-site visits to clean-up litter scatter around Ballard Locks at NW 54 th St dumpster. Picked up bagged trash resulting from community clean- Poplar and Dean St up two weeks in row.
