  • The NOC meets bi-monthly, and brings industry and community

representatives together to discuss aircraft noise issues at the Minneapolis-St. Paul International Airport (MSP) and to bring policy recommendations to the MAC.

  • The cities of Minneapolis, Richfield, Bloomington, Eagan and Mendota

Heights each have a representative on the committee. The cities of Apple Valley, Burnsville, Edina, Inver Grove Heights, St. Paul, St. Louis Park and Sunfish Lake are represented through an at-large membership.

  • The NOC has reviewed and made recommendations on several issues

including runway use, nighttime operations, departure/arrival procedures, flight track headings, investigation of future technologies, PARTNER initiatives, RNAV Procedures, etc.

  • MSP Area Navigation (RNAV)

Standard Terminal Arrival Routes (STARs) were published by the FAA

  • n March 5, 2015.
  • Use of the RNAV STARs at MSP

began on March 24, 2015. They are overlays of previous arrival procedures and incorporate Optimized Profile Descents (OPDs).

  • The Required Navigation

Performance (RNP) portion of the STARs was published on April 30,

  • 2015. A limited number of aircraft

are able to fly RNPs at this time.

  • The FAA does not have plans to

pursue RNAV departure procedures at MSP.

The Noise Mitigation Consent Decree requires the MAC to prepare an annual noise contour report using the FAA’s Integrated Noise Model (INM). On February 27, 2015 MAC staff completed the eighth Annual Noise Contour Report consistent with the requirements laid out in the Consent Decree. The Consent Decree was amended in October 2013 to establish a three- consecutive year mitigation eligibility requirement, compared to the 2007 DNL forecast contours.
