The Low Carbon Contracts Company and Electricity Settlements Company are government-owned, non-profit private companies with designated roles under the 2014 Electricity Market Reform Regulations. LCCC and ESC operate under a cost- sharing arrangement and LCCC delivers all of ESC’s Capacity Market responsibilities.
