DRAFT de minimis recommendation:

  • for blue whiting (Micromesistius poutassou), up to a maximum of 5% in

2018, 2019 and 2020, of the total annual catches in the industrial pelagic trawler fishery targeting that species in ICES zones Vb, VI and VII and processing that species on board to obtain surimi base;

  • up to a maximum of 1 % in 2018, 2019 and 2020 of the total annual catches
  • f mackerel (Scomber scombrus), horse mackerel (Trachurus spp.), herring

(Clupea harengus) and whiting (Merlangius merlangus) in the pelagic fishery with pelagic trawlers up to 25 metres in length overall, using midwater trawl (OTM) and mid-water pair trawl (PTM) targeting mackerel, horse mackerel and herring in ICES zone VIId;

DRAFT de minimis recommendation:

  • In the purse seine fishery in ICES zones VIII, IX and X and in CEFAF area

34.1.1, 34.1.2 and 34.2.0 targeting the following species: up to a maximum of 4% in 2018, 2019 and 2020, of the total annual catches of horse mackerel (Trachurus spp.) and mackerel (Scomber scombrus); and up to a maximum of 1% in 2017, 2018 and 2020 of the total annual catches of anchovy (Engraulis encrasicolus).

DRAFT survival recommendation:

  • we recommend to add a new exemption for artisanal purse seiners based on

the current pelagic discard plan for the South Western Waters.

  • The current pelagic discard plan for the South Western Waters contains the

following survivability exemption: By way of derogation from Article 15(1) of Regulation (EU) No 1380/2013, the landing obligation shall not apply to catches of anchovy, horse mackerel, jack mackerel and mackerel in artisanal purse seine fisheries. All such catches may be released, provided that the net is not fully taken onboard.

  • We recommend that this exemption should be included in the next pelagic

discard plan only to cover the area between 48° and 48°30 in the NWW (as vessels operating in the South Western Waters are also operating in that small area): By way of derogation from Article 15(1) of Regulation (EU) No 1380/2013, the landing obligation shall not apply to catches of anchovy, horse mackerel, jack mackerel and mackerel in artisanal purse seine fisheries south of 48°30. All such catches may be released, provided that the net is not fully taken onboard.
