Meet the Team

Insights from calls to CLOCS clients

Derek Rees, CLOCS Project Director

03

Issues from first calls to CLOCS clients

Why?

  • Inform CLOCS strategy development
  • Identify key people & issues

Who?

  • Mostly clients and contractors

How?

  • Confidential – anonymized for sharing

What issues?

  • Why implement CLOCS
  • Implementation success & challenges
  • Marketing & communication
  • Policies & procurement requirements
  • Monitoring & reporting compliance
  • Vision & levers for CLOCS success

Why are you championing CLOCS?

  • Responded to TfL Commissioner

‘invitation’ – to address ‘perfect storm’ (more construction + modal shift = bad)

  • Right thing to do
  • Fits with company ethos
  • Protect our staff & supply chain –

from harrowing experience

  • Protect reputation – years to build,

seconds to lose

  • Procurement requirement – to win work
  • Planning condition e.g. Camden

Implementation successes & challenges

  • What was your implementation plan?
  • 1 year to 1 month (project driven!)
  • Policy development – all
  • Communications – internally - all;

externally – most….

  • Monitoring? Mixed bag
  • Successes:
  • Generally well received - by most
  • Easier when corporate policies exist –

aligns well with HSEQ roles

  • Procurement drove adoption &

probably right behaviours

  • Challenges
  • Confusion between CLOCS & FORS –

despite key differences & ownerships

  • Monitoring – resource constraints
slide-3
SLIDE 3

27/09/2016 3

Marketing & Communication

  • Internally – policy briefings, intranets
  • Suppliers - workshops, PQQ and ITT

clauses

  • Clients – errr….no one mentioned this
  • Public – websites and some hoardings –

but client/planning restrictions?

  • CLOCS materials
  • Welcome Pack good
  • Needed: 1 page summary & slides
  • Hoardings poster/banner
  • Quick check:
  • All receive CLOCS Alerts?
  • All receive CLOCS bulletins?
  • Who else should receive?

Policies & Procurement requirements

Policies

  • All have aligned corporate policies – few

also had specific CLOCS adoption policy Procurement

  • All have ITT or PQQ clauses

Sharing

  • All happy to share their policies &

procurement docs if helpful

Monitoring & reporting compliance

Current actions by contractors

  • Compliance
  • Most do desk-based PQQ checks
  • Site space restrictions make difficult
  • Proactive traffic marshals needed
  • Monitoring
  • Gate checks varied – rigour & actions
  • Data use – limited as mostly kept at site

level Current actions by clients

  • Monitoring – mix of trust & checks

Actions suggested for CLOCS team

  • Use CCS monitors
  • Collate & share – regular offenders &

benchmark data

Vision and levers for CLOCS success

CLOCS will really have succeeded when….

  • Zero accidents & incidents from

construction traffic

  • National standard is implemented by all
  • Construction sector owns & drives it

Key actions/levers required to deliver that success…..

  • Procurement
  • Planning
  • Publicity

Issues from first calls to CLOCS clients

Your insights & thoughts?

20 mins round table discussion – facilitator to chair/help.

1. Do the insights reflect your experience? 2. If not, what are the key differences/issues we need to understand?

Please record the issues for collation then review by the CLOCS team to inform action

Key issues were:

  • Why implement CLOCS
  • Implementation success & challenges
  • Marketing & communication
  • Policies & procurement requirements
  • Monitoring & reporting compliance – defer 5 mins!
  • Vision & levers for CLOCS success

Your recommendations for effective monitoring of CLOCS implementation

What does good monitoring by a CLOCS client / contractor look like?

  • Desktop assessment of formal compliance

during procurement?

  • On-site checks of actual compliance?
  • vehicles and drivers?
  • site arrangements incl. traffic marshalling?
  • Data collection & use?

What does good monitoring by the CLOCS team look like?

  • Independent monitoring?
  • Identifying & sharing best practice?
  • Helping companies compare performance?

Traffic Marshal Training – what do You need?

Jessica Wiles, Camden Council

06

slide-8
SLIDE 8

27/09/2016 8 CLOCS Compliance: Training of Site Staff and Traffic Marshalls Traffic Marshalls: The Issue

  • Traffic Marshalls and site staff are crucial to ensuring a CLOCS

compliance site, e.g. 1. Undertaking compliance checking of operational/vehicle/ driver aspects of the standard, at the site gate 2. Responsible for control of site traffic and overseeing loading/ unloading and access/egress etc site aspects 3. ‘On the ground’ link between the public and the site Are we certain that Traffic Marshalls and site staff a fully qualified, informed and supported to undertake this important role?

Traffic Marshalls: The Issue

  • Evidence and observation in Camden suggests some issues:

1. Anecdotal evidence and observation of disengaged TMs 2. Accusations of TMs and site staff being slow to respond to issues and incidents 3. TM variation in how vehicle spot checks are conducted 4. Clients/ principal contractors enquiries about training to ensure CLOCS competency 5. TM control of major junctions

  • Suggests a lack of consistency in TM training and potential

weakness in chain of CLOCS compliance

Traffic Marshalls: Discussion

  • Are any CLOCS champions aware of TM training courses with a

CLOCS focus?

  • What training do you deliver in-house and how do you monitor TM’s

performance?

  • Does this reflect a need for further training throughout the client and

principal contractor hierarchy?

  • Is lack of consistency for TM training a CLOCS compliance loophole

and risk to CLOCS?

  • Is there the need for a bespoke training course?

Effective investigation

  • f incidents & near

Misses

Emma Bentley, Build UK

07

Effective investigation by CLOCS champions of near misses & incidents

  • Outstanding work & campaign by RoadPeace
  • Need to learn & share lessons from near misses,

incidents and accidents

  • Critical to changing behaviours & systems to prevent

future incidents & accidents

  • Since its Launch in September 2014, 1087 incidents

have been reported

  • Ways to improve reporting – Potential Working

Group to be created
