INTRODUCTION N  This presentation has been developed to explain I G the status of Nigerian Ports Authority’s status and E experience with regards to the theme of 2018 R I MSEPO meeting – Environmental Management A N System, that integrates community social P responsibility. DEFINITIONS N  EMS is defined as “part of the overall management I G system that includes the organisational structure, E R planning activities, responsibilities, practices, I A procedures, processes and resources for developing, N implementing, achieving, reviewing and maintaining P O the environmental policy and managing the R environmental aspects”.( Article 2 no.13 of Regulation T S 1221/2009/EC A U Also defined as “part of an organisation management T system to develop and implement its environmental H O policy and manage its environmental aspects”.   9. NPA ENVIRONMENT DEPARTMENT  Environment Department is part of the Health, Safety N I and Environment (HSE) Division in Nigerian Port G E Authority (NPA). The Department has the responsibility R I of overseeing the Environment under the NPA’s A N Administrative Jurisdiction. It has the following functions P among others: O R  Environmental Protection T S  Pollution prevention, containment and control A U  Oil monitoring. T H O R I T Y

NPA ENVIRONMENT DEPARTMENT  The department handles issues that concerns People, N I Properties and Facilities with respect to impacts G E resulting from operational activities to the surrounding R I Environment. A N  Its goals are achieved through implementation of P structured strategies in form of enforcement of O R environmental laws and regulations, awareness T S programs and campaigns, and other activities that are A designed in line with Environment Policies & practices. U T H O  R I T Y

NPA ENVIRONMENT DEPARTMENT  Although NPA is yet to be certified to Environmental N I Management System, all its Environmental G E Management strategies are in line and complies with R I international standards and best practices. A N  Example of this is the domestication of IMO MARPOL P and BWM conventions. O R  Provision of Port Reception Facilities in line with the T S international convention for the prevention of pollution A from Ships – MARPOL 73/78 (guided by MEPC U T 63/23/Add.1 Annex 24, page 25 section 5.1.) H O R I T Y

NPA OPERATIONAL ACTIVITIES N NPA activities identified for the purpose of this I G presentation are E R VTS from the approaching channels I  A Cargo Handling N  Transportation (to/and from storage)  P O Storage and Warehousing  R T Tallying Marketing and Surveying  S Surveillance, protection and sanitary measures  A Dredging U  T Other activities by Terminal Operators such as H  O production, labelling and distribution R I T Y

NPA ENVIRONMENTAL ASPECTS N  Handling of Oils – through provision of interface and I G transportations of petroleum related cargoes E R  Electrical power usage I A  Natural gas and diesel usage N P  Usage of surface and ground water O R  Oil/Lubricant Usage T S  Transportation /use of Metals, Chemicals & Acids A  etc. U T H O R I T Y

NPA ENVIRONMENTAL IMPACTS N  The environmental Impact of NPA’s activities cannot I G be over emphasised, impacts of oils spill, chemical E R spill, ballast water discharges, spills of biological I agents, Wrecks, emissions from ships, plants and A N generating sets. P  Others include, traffic congestions on the port O R access roads, emission from trucks, handling of T S Hazardous cargoes, etc constitute Environmental A issues which are seen in the next few slides. U T H O R I T Y

NPA ENVIRONMENTAL ISSUES N Similar to every other Port in Africa, Nigeria experiences I G some of the following environmental issues: E R  Environmental Pollution- from Marine liters, plastic I A sachets, effluent discharges, oil pollution, ballast N water pollution, indiscriminate dumping of wastes etc P O  Marine habitat destruction:- movement impacts from R T water crafts, chemicals from industries, installation of S Port facilities and others destroys habitats A  Species extinction- Destructions of habitat plus U T pollution reanders species vulnerable to extinction H O R I T Y

NPA ENVIRONMENTAL ISSUES N  Depletion of energy or mineral sources , - oil I G exploration, inappropriate water utilization, gas E R flaring and others constitutes energy/ mineral I A resource depletion N  Ground & Surface water contamination , - resulting P from uncontrolled and unprofessional use of Agro – O R chemicals. This also leads to Chemical persistence, T S Salinization and Crust formation on stomata of A leaves U T  Proliferation of Tank farms- caused by access to H O Petroleum product prospecting and distribution. Etc. R I T Y

  18. NPA ENVIRONMENTAL MANAGEMENT N  Presently, NPA is yet to be certified to ISO 14001 I G Environmental Management System. E R  However, the strategies employed for managing our I A environmental Aspects /impacts comply with N international standards. P O  Some of the strategies used for the management of R T Environment include but are not limited to the S following:- A U T H O R I T Y

  19. NPA ENVIRONMENTAL MANAGEMENT N Regular Inspections of ships calling at the four 1. I G Navigational Districts of the Nigerian Ports Authority E R to ensure continued compliance to MARPOL 73/78 I Regulations as contained in its convention and A N Protocol, and to other conventions of the International P Maritime Organization (IMO) O R Supervision of ships’ bunkering and maintenance at 2. T S the Ports jetties, and shipyards. A Regular surveillance of the water ways and water 3. U T fronts to ensure pollution free marine environment by H boats and through the use of electronic surveillance O R gadgets I T Y

Collection of garbage, sludge, slop and oily water P (bilges) from sips at the Ports, Jetties, Midstream O R operations (e.g. ship-to-ship operations), Anchorages T S and from offshore oil terminals.
