the status of Nigerian Ports Authority’s status and experience with regards to the theme of 2018 MSEPO meeting – Environmental Management System, that integrates community social responsibility.

 EMS is defined as “part of the overall management

system that includes the organisational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing, achieving, reviewing and maintaining the environmental policy and managing the environmental aspects”.(Article 2 no.13 of Regulation 1221/2009/EC Also defined as “part of an organisation management system to develop and implement its environmental policy and manage its environmental aspects”. (BSI 2004)

 Environment Department is part of the Health, Safety

and Environment (HSE) Division in Nigerian Port Authority (NPA). The Department has the responsibility

  • f overseeing the Environment under the NPA’s

Administrative Jurisdiction. It has the following functions among others:

 Environmental Protection  Pollution prevention, containment and control  Oil monitoring.

 The department handles issues that concerns People,

Properties and Facilities with respect to impacts resulting from operational activities to the surrounding Environment.

 Its goals are achieved through implementation of

structured strategies in form of enforcement of environmental laws and regulations, awareness programs and campaigns, and other activities that are designed in line with Environment Policies & practices.

 Although NPA is yet to be certified to Environmental

Management System, all its Environmental Management strategies are in line and complies with international standards and best practices.

 Example of this is the domestication of IMO MARPOL

and BWM conventions.

 Provision of Port Reception Facilities in line with the

international convention for the prevention of pollution from Ships – MARPOL 73/78 (guided by MEPC 63/23/Add.1 Annex 24, page 25 section 5.1.)

NPA ENVIRONMENTAL IMPACTS

 The environmental Impact of NPA’s activities cannot

be over emphasised, impacts of oils spill, chemical spill, ballast water discharges, spills of biological agents, Wrecks, emissions from ships, plants and generating sets.

 Others include, traffic congestions on the port

access roads, emission from trucks, handling of Hazardous cargoes, etc constitute Environmental issues which are seen in the next few slides.

Similar to every other Port in Africa, Nigeria experiences some of the following environmental issues:

 Environmental Pollution- from Marine liters, plastic

sachets, effluent discharges, oil pollution, ballast water pollution, indiscriminate dumping of wastes etc

 Marine habitat destruction:- movement impacts from

water crafts, chemicals from industries, installation of Port facilities and others destroys habitats

 Species extinction- Destructions of habitat plus

pollution reanders species vulnerable to extinction

 Depletion of energy or mineral sources, - oil

exploration, inappropriate water utilization, gas flaring and others constitutes energy/ mineral resource depletion

 Ground & Surface water contamination, - resulting

from uncontrolled and unprofessional use of Agro –

  • chemicals. This also leads to Chemical persistence,

Salinization and Crust formation on stomata of leaves

 Proliferation of Tank farms- caused by access to

Petroleum product prospecting and distribution. Etc.

 Presently, NPA is yet to be certified to ISO 14001

Environmental Management System.

 However, the strategies employed for managing our

environmental Aspects /impacts comply with international standards.

Regular Inspections of ships calling at the four Navigational Districts of the Nigerian Ports Authority to ensure continued compliance to MARPOL 73/78 Regulations as contained in its convention and Protocol, and to other conventions of the International Maritime Organization (IMO)

2.

Supervision of ships’ bunkering and maintenance at the Ports jetties, and shipyards.

3.

Regular surveillance of the water ways and water fronts to ensure pollution free marine environment by boats and through the use of electronic surveillance gadgets

  • 4. Control and containment of pollution incidents within

the Nigerian Ports Authority’s navigable channels, port approaches, water fronts of the Ports and Jetties.

  • 5. Collection of garbage, sludge, slop and oily water

(bilges) from sips at the Ports, Jetties, Midstream

  • perations (e.g. ship-to-ship operations), Anchorages

and from offshore oil terminals.

  • 6. Provision of Reception Trucks compactors and self-

propelled barges for the collection of solid wastes and

  • 8. NPA Environment Department has been carrying

Enlightenment and Environmental awareness campaign in the host communities.

  • 9. The Waste Management is jointly handled by the

Ports Environment and the host community. (Waste are evacuated at strategic designated dump sites within the Port common user area by Lagos State Waste Management Authority (LAWMA), for the Lagos Ports.

  • 12. Conduct regular HSE meetings with our customers, i.e.

Terminal Operators, Companies, Communities that surrounds the Ports and other stakeholders. This is a strategy that enables the Port Authority to know grievances if any, and other needs of the community.

  • 13. Environment department has developed and

maintained an emergency response plan, which includes the host community.

  • 14. NPA together with Nigerian Maritime Administration

and Safety Agency (NIMASA) and the Lagos State government (Community) regularly removes wrecks from the navigational channels.

CORPORATE SOCIAL RESPONSIBILITY

  • 15. Host communities have also been engaged in

form of contract to provide pilotage and environmental services in Delta Pilotage District.

  • 16. NPA also gives Donations/Gifts as Corporate

Social Responsibility (CSR) to the Host communities and have extended it to North-east where Boko haram activities have had Negative impact.
