Zonation of Biosphere reserves The core area(s) comprises a strictly protected ecosystem that contributes to the conservation of landscapes, ecosystems, species and genetic variation. The buffer zone surrounds or adjoins the core areas, and is used for activities compatible with sound ecological practices that can reinforce scientific research, monitoring, training and education. The transition area is the part of the reserve where the greatest activity is allowed, fostering economic and human development that is socio-culturally and ecologically sustainable.

In the German part of the Waddensea the National Park is being developed into a UNESCO Biosphere Reserve: In the fist place there was only a National Park. All types of inhabitet islands were not part of the formal National Park area. But the small an very flat islands called “Halligen” had a uniqueness as traditional cultural landscapes an the local people felt not involved and valued by the “surrounding” National Park concet. Thus a movement startet to develop a UNESCO Biosphere reserve with the National Park as core zone and buffer zone and with the Halligen as transition area.
