Conflict ¡creates ¡new ¡economic ¡demands ¡on ¡ women, ¡opening ¡new ¡markets ¡and ¡creaDng ¡ new ¡opportuniDes, ¡threats ¡and ¡ dependencies ¡with ¡implicaDons ¡for ¡ women’s ¡protecDon ¡and ¡parDcipaDon. ¡ ¡ Many ¡conflicts ¡in ¡the ¡AP ¡region ¡involve ¡ compeDDon ¡over ¡land ¡and ¡other ¡natural ¡ resources, ¡and ¡several ¡implicate ¡large ¡ transnaDonal ¡corporaDons ¡in ¡HR ¡violaDons. ¡ ¡ The ¡WPS ¡agenda ¡in ¡AP ¡must ¡address ¡the ¡ economic ¡dimensions ¡of ¡conflict ¡and ¡post-­‑ conflict ¡reconstrucDon, ¡including ¡ internaDonal ¡trade ¡& ¡investment. ¡ ¡

Redress ¡and ¡remedy ¡for ¡whole ¡ spectrum ¡of ¡gender-­‑based ¡violence ¡ and ¡injus?ce ¡

Where ¡conflicts ¡last ¡an ¡average ¡of ¡45 ¡years, ¡ violence ¡become ¡normalized ¡in ¡communiDes ¡ and ¡within ¡families, ¡and ¡a ¡culture ¡of ¡violence ¡ is ¡transmiked ¡across ¡generaDons. ¡ ¡ ¡ In ¡building ¡inclusive ¡peace, ¡women ¡address ¡all ¡ forms ¡of ¡violence ¡and ¡injusDce ¡by ¡all ¡actors, ¡at ¡ the ¡risk ¡of ¡losing ¡support ¡from ¡all ¡parDes. ¡ ¡ The ¡WPS ¡agenda ¡must ¡cover ¡all ¡sites ¡of ¡ women’s ¡insecurity, ¡in ¡the ¡public ¡and ¡private ¡ spheres, ¡and ¡in ¡the ¡context ¡of ¡plural ¡legal ¡

Impunity ¡for ¡gender-­‑based ¡crimes? ¡

Only ¡three ¡countries ¡in ¡the ¡AP ¡region ¡has ¡set ¡up ¡naDonal ¡mechanisms ¡for ¡ truth ¡and ¡reconciliaDon: ¡Timor-­‑Leste, ¡Solomon ¡Islands, ¡Sri ¡Lanka. ¡Indonesia’s ¡ Women’s ¡Commission ¡carried ¡out ¡invesDgaDons ¡of ¡VAW ¡in ¡conflict ¡areas. ¡ ¡ Few ¡trials ¡of ¡gender-­‑based ¡crimes ¡in ¡situaDons ¡of ¡conflict: ¡sexual ¡violence ¡in ¡ Gujarat-­‑India, ¡rape ¡in ¡Timor-­‑Leste, ¡and ¡forced ¡marriage ¡in ¡Cambodian ¡hybrid ¡

• court. ¡Sexual ¡violence ¡in ¡Aceh ¡brought ¡to ¡US ¡court ¡as ¡a ¡civil ¡case ¡against ¡a ¡US-­‑

based ¡transnaDonal ¡corporaDon. ¡ ¡ The ¡WPS ¡agenda ¡in ¡AP ¡should ¡address ¡the ¡structural ¡and ¡cultural ¡obstacles ¡to ¡ combat ¡impunity ¡for ¡gender-­‑based ¡crimes ¡in ¡conflict ¡situaDons. ¡
