P R O C ES S Develop Board Plan For Data Review Options Community Measurable Discussion & Analysis Analysis Transparency Planning Criteria & Action DEVELOP MEASURABLE CRITERIA What is the purpose of creating criteria? • Establish criteria and guiding principles for the development of boundary options • Without guiding principles, there is no way to limit the number of options or the viability of those options • Criteria and guidelines gives us clear direction to develop options that will be viable and acceptable to the School Board 3 WILLIAMSBURG-JAMES CITY COUNTY PUBLIC SCHOOLS

P R O C ES S Develop Board Plan For Data Review Options Community Measurable Discussion & Analysis Analysis Transparency Planning Criteria & Action CRITERIA Based on school board member input, three primary criteria have been identified for the development of draft zone maps: • Utilization - promote reasonable balancing of enrollment among schools to avoid overutilization or underutilization of facilities. This criterion is intended to prevent or eliminate overcrowding and allow for future growth. • Proximity - minimize the need for student transportation and keep distances traveled by students as short as possible. This may result in students attending their first or second nearest school. • Longevity - give students and families a stable educational foundation and minimize disruption over time. Two additional criteria have been identified by board members as important in the process: • Socioeconomic status - balance socioeconomic status to the extent possible. • Neighborhood concept - keep neighborhoods intact to the extent possible. 4 WILLIAMSBURG-JAMES CITY COUNTY PUBLIC SCHOOLS
