  3. About WIETS and CDX WIETS is the United States Environmental ProtecLon Agency (EPA) Waste Import/ Export Tracking System responsible for managing hazardous waste noLce and reporLng data. EPA has extended use of WIETS by hazardous waste importers and exporters to include electronic submission and signature of hazardous waste noLces and annual reports. Exporters and importers shipping hazardous waste internaLonally should use WIETS to electronically submit noLces and reports to EPA. WIETS is not used for tracking of internal domesLc shipments. CDX is the point of entry on the Environmental InformaLon Exchange Network (Exchange Network) for environmental data submissions to the Agency. Its use is supported by the Cross-Media Electronic ReporLng Rule (CROMERR) which provides the legal framework for electronic reporLng under all of EPA's environmental regulaLons.

Different Types of Users • No8ce Preparers – Preparers are hazardous waste industry representaLves that can enter noLce and report data into WIETS but do not have the legal authority to sign or submit noLces and reports to EPA. Preparers must be sponsored by a US hazardous waste industry representaLve with legal authority to sign the noLces and reports and must assign a cerLfier to each noLce/report for signature and submission to EPA. • No8ce Cer8fiers – CerLfiers are US hazardous waste industry representaLves that legally sign off on the hazardous waste noLce submissions. Along with being able to enter noLce data, cerLfiers can provide electronic signatures for noLces and reports and submit them to EPA.

  5. Signing Up and CDX Steps Include: • CreaLng an account in CDX • If you are a cerLfier and will be signing noLces and reports, geOng the account idenLty proofed for signing • SeOng up sponsorships between other preparers/cerLfiers

  7. CDX Program SelecLon When registering, choose “WIETS” as your program service

  8. CDX Role SelecLon If you will be signing and submiOng noLces to EPA, select CerLfier as your role from the dropdown list. If you will be preparing noLces on behalf of another signing enLty, select Preparer. If you are not sure if you are a preparer or cerLfier, please refer to the WIETS User Roles secLon above.

  14. WIETS NoLce Lifecycle • Dra/ : While noLce data is being entered into WIETS, the noLce is in Dra= status. Both preparers and cerLfiers can edit these noLces. When all noLce data is completed, preparers can assign a cerLfier to the noLce for signature, and cerLfiers can conLnue to sign and submit the noLce to EPA. • Awai8ng Signature : These noLces have been assigned a cerLfier and are awaiLng review and signature for submission to EPA. NoLces in this status are sLll editable. Once the noLce is signed and submiNed to EPA, the noLce becomes read-only. • Pending : These noLces have been signed and submiNed to EPA, but no determinaLon (consent or objecLon) has been made on the noLces. These noLces are read-only in WIETS. • Processed : These noLces have been signed and submiNed to EPA and a determinaLon (consent or objecLon) has been made on the noLce. These noLces are read-only in WIETS.
