Where to look?  Examine the national water plan (2008-2011).  Examine the plan’s implementation.  Examine the status of the right to water in a rural community that manages its own water.
What to see?  Core human rights principles (from international human rights treaties)  The right to water framework (from General Comment 15)
How to grasp?  The right to water is implicit in the plan.  More attention for some rights-holders more than others in the plan.  Water in the case study is unreliable & of poor water quality.  Local water management is however acceptable.
