What is a Goal?

Goals are the outcome we are trying to achieve with the community plan. They reflect aspects of what the community should look and feel like when we implement the policies and accomplish the action items in the plan. Example: “Safe, healthy, livable communities for all.” (Draft West Maui Community Plan, 2019) CPAC Role: Review the goals.

What is a Policy?

Policies help us get to

  • ur goal. They are

standards that the County and the community will uphold when reviewing projects

  • r making decisions

about West Maui.

Example: “Develop communities that provide sufficient parks, schools, libraries, and other essential public facilities and services to serve resident needs.” (Maui Island Plan, Policy 7.3.2.i) CPAC Task: Develop policies consistent with the MIP, specific to West Maui.

What is an Action?

Actions are tasks to be led by a County agency during the planning period. The action may include other entities in addition to the County. Actions help achieve the goal, and are specific, measurable and have a timeline.

Example: “Revise the zoning ordinance to allow for mixed-use development that is appropriate and in character with the existing community.” (Maui Island Plan, 7.3.2-Action 6, to be completed by the Department of Planning by 2021) CPAC Task: Develop actions specific to West Maui, with a lead County agency, estimated cost and timelines.
