Introduction

  • Tonight is not about what has or hasn’t happened or why!
  • In 2010, Barton Seagrave lost a central and well-used footpath

(HL12) running from East to West across the village due to the erection of the security fencing around Latimer College.

  • A significant number of objections from local residents were

received by NCC about the footpath’s closure.

  • The College had to improve security to meet modern

guidelines; Ofsted requirements, Police guidance and to protect the students (common sense).

  • We are where we are. Delays due to NCC staffing. Local

inability to negotiate and resolve. Yes, issues! Move on!

Where we are

  • With NCC picking this up again now, the current situation

means resolution by Public Inquiry. Costly, time-consuming and outcome quite unclear (strong arguments both sides) and possibly unsatisfactory outcome for many, if not all.

  • We have an opportunity to work together to agree a new

compromise solution that improves village access for locals and meets College security requirements.

  • A new solution has now been proposed, and if there is

agreement (from all parties effected) that it is a good compromise solution, then this will be progressed…

Gates will be open outside core College hours (closed between 8:30am and 3:15pm College days)

Summary

  • It’s taken ages, it’s been frustrating for the community and painful for the

College!

  • A new compromise solution that can be pursued.
  • Police have no objections with outline plans. Costed and workable in

principle.

  • Objectors to the closure of HL12 will be invited to withdraw them if this

proposal goes ahead.

  • If we can agree, then a detailed proposal can be produced for formal

submission, and we can move forward … at last!

  • If no compromise, serious risk that we get no footpath at all !
