Community Focused Winnipeg’s aviation services/facilities devolved to locally responsible corporate entity (WAA) in 1997 – WAA is a non-share capital corporation incorporated under Part II of the Canada Corporations Act (the “CCA”) – Self-sufficient • Income generated through fees charged for transportation services, concessions, parking, rentals, real estate. • Fully taxable subsidiaries provide dividends • All net profit reinvested into the community, primarily through airport development projects. 4

  18. What is an Airport City? Airports are new dynamic centers of economic activity, incorporating commercial services and businesses, inside the terminals, on the campus and adjacent lands. In this process, they have established themselves as new nodes of regional development. – Hence, the concept of an “airport corridor”, “aerotropolis” or ”airport city.” The airport city model is becoming the norm for strategic development of major hub airports in the 21st century. 18

What are the Critical Factors for Development of an Airport City The connectivity of the airport and its surroundings The economic potential of the surrounding area A sustainable development context A commercial attitude by the airport operator Both the passenger cargo experience must be addressed to meet community needs and aid growth/development 19

  20. Connectivity of Surroundings In order for the airport and its host region to succeed, we need inter-connectivity of all modes of transportation and to plan collaboratively. Instead of just planning what’s inside the airport boundaries, airport management needs to ensure collaboration with stakeholders “outside the fence”. stakeholders “outside the fence”. Coordinated plans are required so roads, rail and runways are working together to provide efficient networks which enable/attract more business. These new development models imply a significant shift in territorial, social, and economic development thinking. 20
