  10. NMB Review

  11. BACKGROUND 1. Constitutional Review of the NMB Commenced at NMB/11 April 2018  Posed 5 Constitutional questions (June 2018)  2. Letter of no confidence from CNGs 9th July 2018  2. Establishment of a Review Sub-Committee 5 NMB Members  Identify key recommendations from NMB Members’ feedback 

  12. PROCESS Review Committee roles and 1. responsibilities Consider the purpose, objectives,  governance, structure, membership, balance, legitimacy, outcomes, leadership Feedback through: 2. and administration of the NMB 5 constitutional questions (NMB/11)  10 review committee questions (Oct  18) Review report 3. Ipsos MORI independent  Summary Published 28 th November  10 Recommendations 

  15. Gatwick Update Wednesday 5 December 2018 Andy Sinclair HEAD AIRSPACE STRATEGY & ENGAGEMENT 16

  16. Governance Law & National Policy ATC Services immediate vicinity Policy & Regulation ATC services around Gatwick, London area and across UK

  17. Policy/Regulation Changes 2018/2019 ? Additional Requirements

  18. Noise Management Organisation Gatwick Consultative Statutory forum for engagement on any matter concerning the management of the airport which affects: Committee users, local authorities and other local stakeholders (GATCOM) Develop, agree, oversee and maintain a coordinated Noise Management noise management vision and strategy on behalf of Board (NMB) stakeholder organisations Discusses a wide range of noise and track-keeping Noise and Track Keeping issues; monitors airspace, complaint handling, noise Monitoring Advisory and track-keeping performance and ground noise Group (NATMAG) complaints. Drives and monitors the NMB actions and NMB NMB Workplan Implementation Workplan activities coordinating activity across Steering Group various stakeholders and fora.

  19. Gatwick’s Mitigations Statutory noise controls include • Departure noise limits and noise preferential routes • Restrictions on number of night movements and their noise footprint • Minimum heights to be achieved; the monitoring and reporting of compliance using the noise and track keeping system Mitigations beyond NMB Workplan • Actions proposed in the Noise Action Plan 2019-2024 • Gatwick’s noise insulation scheme extends to the 60 dBA Leq contour and thereafter up to 15km from the runway

  20. How We’re Delivering Change

  21. Noise Action Plan • Proposed plan with DEFRA (and DfT) for approval • Plan covers the period 2019-2024 • We will regularly monitor and report on progress against activities • In the next year anticipate: • Review of the Noise Insulation Scheme • Introduction of enhanced Noise and Track Keeping System • Review of Departure Noise Limits and Fines • Review options to ban noisiest aircraft at night 22

  22. Enhanced Noise & Track Keeping System • Implement an enhanced system summer 2019 • Will use multiple data feeds and sources to add resilience • Replacement of all noise monitors and expand the fleet • Additional means for submission of complaints • Enhanced public flight tracker and website re-design 23

  23. 24 Hours on Westerly Operations

  24. 24 Hours on Easterly Operations

  25. Holistic View of Airspace Operation

  26. Noise Exposure Contours 2017 Actual modal split 54dBA contour decreased by 5% from 88.1km 2 to • 83.8km 2 and the 57dBA contour decreased by 3% from 44.2km 2 to 42.7 km 2 • Day standard modal split 54 dBA contour decreased by 4% from 86.5km 2 to 82.7 km 2 and the 57dBA contour also decreased by 3% from 43.8 km 2 to 42.6 km 2 • Population count within the actual 54dBA contour decreased by 3% from 11,600 to 11,300 • Population count within the standard 54dBA contour decreased by 1% from 11,100 to 10,950 27

  27. Route 4 - Update • We are working to revert the Route 4 conventional standard instrument departures (SIDs) to their position on 6 April 2017 • A safety review was completed and the SIDs submitted to CAA for approval in May 2018 • We published an explanation of the historic changes to the route based on the review of Route 4 conducted by the CAA • We have appointed ANS/Osprey to develop the Route 4 Airspace Change proposal • The rigorous ACP development process does however mean that a final outcome is likely to take up to two years to achieve

  28. Departure Route Review • Assessment of the impacts of Heathrow routes on Gatwick’s Route 3 SIDs to enable an increase to the first altitude restriction • Studies of aircraft performance on departure to identify restrictions and develop options to allow Gatwick departures to climb in a more consistent and low noise configuration • Review of lateral and vertical departure route performance: • Routes 1, 7, 8 and 9 - January 2019 • Routes 5 and 6 - February 2019 • Route 2 - March 2019 29

  29. Growth & Noise Noise Process Metrics • Government policy • Standard metrics • Compliance • Additional metrics • Frequency of traffic • Noise Action Plan requirements • Forecasts to 2032 • Intensity of noise • Quantify benefits of • Gatwick impact noise initiatives performance • Ambient noise • Are noise initiatives having desired effect Policy Noise Review Forecasts 30
