Testing Updates

  • Updated Health Advisory – April 28, 2020
  • Testing, Contact Tracing, state providing hotel rooms for health care workers, congregate

settings and recommendations for when receiving hospitalized or ED patients.

  • Located on Department website under Guidance for Medical Providers page.
  • Fresno County Testing Capacity Goal = 1,520 daily tests
  • Based 152 daily tests per 100,000 people
  • CDC updated their symptoms list and added 6 additional symptoms:
  • chills, repeated shaking with chills, muscle pain, headache, sore throat, and loss of taste
  • r smell
  • Fresno County not updating current screening tools until CDC does

Fresno County selected by California Department of Public Health to be one of 15 sites to increase testing

  • Up to 132 Tests daily
  • Sign up online or call the health department to schedule

  • The health department has done media (flyers, videos, etc.,) in multiple languages and

disseminated

  • Staff are reaching out to their program contacts in the community that target specific

populations.

  • Assessing testing needs based on gaps identified throughout Fresno County.
  • Q – Is it safe for SNFs to do group activities yet?
  • No
  • As of this week, there are two facilities in Fresno with positive resident cases. One facility in

Sanger has had a positive health worker case. All locations working closely with Department.

  • Q - Is Accelerated Urgent Care on Blackstone and Herndon a legitimate site to refer concerned

clients?)

  • It is legitimate. It is insurance-focused for payment. Testing is free except for the usual insurance

co-pay. They accept cash, but if they are uninsured the cost can range from $230-$275. A doctor visit is required at $175-$200 before they will do the test. Medi-Cal is not on the list of insurances accepted.

  • Q-Are SNFs required to report positive cases of employees and are the positive cases for employees

included in numbers on SNF list released on State Public Health website?

  • Yes. Required to report daily by 12:00pm to State and Department. You can view the list here.

  • This component of the Food and Agriculture Sector considered critical infrastructure. Therefore,

workers may be permitted to continue to work following potential exposure to COVID-19, provided they remain asymptomatic and additional precautions are implemented to protect both the workers and the community.

  • Updated interim guidance from the CDC and OSHA for meat and poultry processing workers and

  • Locally, food supply facilities are receptive to local and federal guidance. Each workplace has a different

solution-not one size fits all.

State Update – Assemblymember Arambula

On March 30th, the Latino legislative Caucus sent a letter to Governor Newsom outlining three priorities.

  • 1. Create and entirely fund a “Disaster Relief

Fund” for undocumented residents who are unable to work due to Covid-19 pandemic.

  • 2. Remove the prohibition on immigrant filers for

the EITC, thereby extending access to eligible taxpaying families who file with an ITIN.

  • 3. Extend Medi-Cal eligibility to low-income

undocumented adults.

Disaster Relief Fund for Undocumented Californians

  • One-time disaster relief assistance from the general fund in the amount of $75

million, with potentially an additional $50 million contribution from the philanthropy sector.

  • Funds will benefit individuals and families who are ineligible for any other type of

pandemic assistance, including direct assistance under CARES Act and unemployment insurance.

  • Eligible Californian’s may receive one-time COVID-19 disaster relief assistance at

a value of $500 per individual or maximum of $1,000 per household.

  • The California Department of Social Services is working with select immigrant-

serving community-based nonprofits to conduct outreach, application assistance and delivery of the disaster relief. Among the local organizations are the Fresno Center and the Education and Leadership Foundation, who will give us more information on process today.
