State General Updates:

CMHP contracting and reporting period changes:

  • CMHP’s will be contracted with from July 1, 2019 until December 31,

2020 (18 months)

  • For CMHP’s next contracting period will begin January, 2021.
  • Reasoning: Need for legislatively approved budget prior to

disseminating funding, Medicaid Residential Rate Standardization (restructure) and civil commit case load reduction.

  • What this mean for PGS: There will be different reporting timelines

for county and direct contractors. Counties will end their contracts

  • n December 31, 2020 and direct contracts on June 30, 2021.
  • PGS will try and ensure that these different timelines are

communicated properly.

  • Due to the change in contracting, contracts have been delayed from

going out.

– CMHP contracts should have been received and returned with signatures. – Direct contracts should have gone out this week and returned for signature.

  • If signed contracts are not returned by June 30, 2019, funding will be

retro activated to July 1, however payment will be delayed.

  • Oregonpgs webpage has a been updated and content

reduced/cleaned.

– New tabs- Resource with new Reflect, Resource, Renew campaign materials, infographics and tip sheets – Workforce Development, includes WFD plan – About Oregon PGS, includes OARs/Rules, contract/service element language, 5 year System Improvement Plan, system wide guidelines

  • Moving to a new contractor to maintain on July 1, 2019 and may

cause some delays in getting information posted for a few months as we transition.

  • By July 1, 2021, PGS will be moving our provider web page

information to OHA web page and will begin transitioning to this site in June 2020.

A&D SE 80 Language Updates 2019-2021 Performance Requirement

  • Conducting a community assessment to identify trackable outcome

measurements to assist in biennial implementation plan development;

  • Participate in a minimum of one Technical Assistance/Program

Development visit in a three year period. TA visit Toolkit and Schedule for visits, located at: https://www.oregonpgs.org/prevention/reporting-tools/.

  • County shall not spend greater than 25% of their total allowance on

the purchase of a product or supply unless preauthorized by OHA PG Prevention & Outreach Specialist. PG PX funds are intended to support FTE for the integration and direct service of PG PX services.

  • Program shall participate in a minimum of one Technical

Assistance/Program Development visit in a three year

Billing Codes and Encounter Reporting

  • Remember to get encountering in to H&L no later than August

  • Flex codes for treatment webinars – Note that there should NOT

be “a space” between “FLEX” and “01” when submitting billing. Please submit as FLEX01.

  • Will be introducing some new codes addressing outreach

activities, and eliminating some old and unused codes.

Betting Types

  • Single event
  • Parlay- combines 2 or more wagers. Must be successful with all

wagers to collect

  • Inplay- wager placed after event start time.

Where

  • Mobile Device- all betting types allowed, August 2019
  • Kiosks/retail sports venue- all betting types allowed, spring/summer

2020

  • Lottery Retailers- parlay and single event only allowed, fall 2020
  • Will be numerous ways to place money on a type of bet
  • Launching with fixed odds wagering only

and report is finalized.

– Highlights:

  • Treatment side of system in aging out
  • Interest, energy and need for Professional Mentors on both sides of system
  • Gap between experienced and newbies
  • Prevention- What keeps them in the jobs is their passion around working in

the community

  • Treatment- passion for working with this clientele
