  • The No-Build Alternatjve in an environmental study is the

baseline conditjon carried forward if the proposed actjon (major transportatjon facility) was not built

  • The No-Build Alternatjve provided the Loop 303 study team with

a basis against which social, environmental, and economic impacts were measured

  • The No-Build Alternatjve was studied in the Loop 303 Environmental

Assessment (EA) and compared with the Preferred Alternatjve

  • The No-Build Alternatjve assumes the constructjon of all other

funded transportatjon projects in the Study Area (e.g., City, County, MAG projects, and other ADOT projects) would be built

What Is NEPA?

  • The Natjonal Environmental Policy Act (NEPA) of 1969 was a law

writuen to analyze, disclose, minimize, and mitjgate environmental impacts for federally funded projects.

  • NEPA’s basic policy requires applicable federal agencies to review

impacts and mitjgatjon to NEPA studies.

  • An Environmental Assessment (EA) is the NEPA-level

documentatjon that was used to evaluate potentjal impacts for the Loop 303 Study.

  • The purpose of this EA is to describe the need for the proposed

actjon, alternatjves evaluated (including the No-Build Alternatjve), environmental impacts of those alternatjves, and any necessary mitjgatjon measures.
