Waterview in the Auckland Context  One part of Auckland’s long term integrated transport plan that includes the development of: • Passenger transport and Rapid Transit Network • Regional arterial routes • Rail as a freight network • State highways • Walking and cycling • Travel behaviour change

Project background  Twin tunnel option selected J une 2008: - Five years to construct - At a cost of $2.77 billion, significant additional funding required ( including finance costs) but was not allocated - Not future- proofed (tunnels only two lanes in each direction)  Three alternatives investigated that could each be - Delivered within existing funding - Completed sooner than the twin tunnel scheme - Future- proofed to cater for growth

  6. Three alternative options  The Board considered three alternative options  Each delivers similar benefits and each can be completed sooner and at a much lower cost than the twin tunnels  Each option had different costs and different impacts on surrounding community

Preferred option – Combined surface- tunnel  4.5km route from Maioro St to Waterview interchange  Under Richardson Rd into Alan Wood Reserve  Then follows existing rail designation  Under New North Rd in 1.2km tunnel below Avondale Heights  Emerging near intersection of Blockhouse Bay & Great North Rds  Under Great North Rd in ‘cut & cover’  Interchange at Waterview Park connecting to SH16  SH16 widened between St Lukes & Te Atatu

Key features – Combined surface- tunnel  Capacity for three lanes in each direction  Construicted in four and a half years  Project cost of $1.4b, including property, tunnel and cut & cover SH16 works and other mitigation measures  Uses existing rail corridor, but avoids most other open space areas valued by the community TYPICAL SECTION THROUGH GREAT NORTH ROAD

Public Transport, Cycling and Walking  Takes freight and other through traffic off local roads freeing them up for improved public transport services  Reduces rat running in residential streets  Design caters for future rail and electrification  No disruption to existing pedestrian and cycle links  Opportunity to extend the Mt Roskill cycle way to SH16  Extending Maioro St to Stoddard Rd will provide a new pedestrian connection between New Windsor and Mt Roskill / Wesley  Opportunity to develop Heron Park and Phyllis St connnection  Opportunities to develop the Oakley Creek walkway
