  8. MSPS RAW WATER Trinity River Main Stem Pump Station & Pipeline • Expands reuse supplies by diverting flows from river into wetlands • Up to 100 million gallons per day (MGD) • 17 miles, 72-inch-diameter pipeline • Cost approx. $120 million • Completion by early 2019

TRINITY RIVER AUTHORITY: RAW WATER PURCHASE CONTRACT Contract Overview • Total Volume: 56,050 acre-feet per year • Maximum Withdrawal Rate: Minimum of 114 million gallons per day (MGD) or Previous Day’s Wastewater Treatment Plant (WWTP) Discharge Rate • Minimum Withdrawal Rate: 50 MGD • Restrictions: • Once-Through Use of Water • 30% Treated Volume Release Downstream from NTMWD WWTPs • Fees: • Established by TRA Board Annually- $95 per acre-foot purchase price • Reservation fee – 0.3 * $95 per acre-foot purchase price • 2019 Amount: $2.5M

DALLAS WATER UTILITIES: LAKE FOR TRANSPORT CONTRACT Contract Overview • Moves up to 20,000 acre-feet per year of NTMWD Contractual Water Purchased from Sabine River Authority (SRA) from Lake Fork to Lake Tawakoni • Dallas May Swap Lake Tawakoni Water in lieu of Transporting Lake Fork Water • NTMWD Submits a Transport Contract Annually for Review and Approval • Transport Fee Adopted by City of Dallas Annually. Anticipate Rate of $0.3419 per 1,000 gallons for 2019 • Contract Term Through October 13, 2025 with Two Additional 10 year Extensions (in Line with NTMWD Water Purchase Contract with SRA) • Est. Cost for FY 2019 = $2.23M

WYLIE WATER TREATMENT PLANT II STRUCTURAL AND MECHANICAL IMPROVEMENTS • Evaluate structural issues related to: • Expansion joints in basin structure • Concrete clear well roofs • Unsupported effluent troughs • Foundation drain piping • Evaluate process and hydraulic issues related to: • Reclaimed water system capacity • Common walls between treated and untreated water (BAF) • Common walls between filtered and finished water (BAF) • Critical meters for process control (BAF) • Slide gates in clear wells and settled water flume (BAF) • Evaluate access and workability issues related to: • Filter gallery access for major maintenance • Provisions for sludge removal and cleaning of Basins 2 and 7 Critical for Biologically Active Filtration

WYLIE WATER TREATMENT PLANT III SCADA IMPROVEMENTS • Competitive Bids previously received in June 2018. • Ad Memo No. 5207 authorized rejection of bids and re-bid. • Design engineer underestimated level of programming and integration effort required for the project. • Re-bid was $80,965 higher due to: • Change of materials and construction method for electrical building • Enhancement of PLC control configuration and resulting network switching and programming • Clearer understanding of programming requirements • Enhancements recommended to sustain function of expanding SCADA system that is approaching its dependable capacity. • Reasonable confidence in re-bid due to: • Confirmable cost impacts on enhancements • Second similar bid from bidder experienced and knowledgeable with NTMWD work
