- Ad Memo No. 5207 authorized rejection of bids and re-bid.
- Design engineer underestimated level of programming and integration
effort required for the project.
- Re-bid was $80,965 higher due to:
- Change of materials and construction method for electrical building
- Enhancement of PLC control configuration and resulting network switching and programming
- Clearer understanding of programming requirements
- Enhancements recommended to sustain function of expanding SCADA
system that is approaching its dependable capacity.
- Reasonable confidence in re-bid due to:
- Confirmable cost impacts on enhancements
