under the general supervision of the Board. The regulations of the Board shall govern the collection, conveyance, treatment, and disposal of

Authority: Regulate formation, operation, financing, and rates of Public
Utilities.
Process: Charter, Operations, Rates.
Corporate Charter issued for Public Service Corporation. Virginia Code § 13.1-620. Obtained a Certificate of Public Convenience and Necessity authorizing it to
furnish sewer service from State Corporation Commission. Virginia Code § 56- 265.3.
The application for such certificates shall include a comprehensive business plan
detailing the technical, managerial, and financial resources to be devoted to

Status: Atlantic Town Center Utility Company, Inc. chartered as Public
