Vermont Ski Area Recreation Safety Grant Program OVE VERVIE IEW W This grant program is an expansion of the Emergency Recovery Grants program established by Act 115, Act 137, amended by Act 154 and per the Federal CARES Act. • $2, $2,500 500,000 00 m million of funds from the Federal Coronavirus Relief Fund (CRF) to assist ski areas in making necessary upgrades and purchases of infrastructure and safety equipment related to meeting COVID-19 safety and health guidelines. • $200,000 maximu mum m per ski area for u up to 10 e eligible e expen enses es incurred ed March 1, 2020 through gh Decemb ember er 30, 2 2020 • All All fun unds must ust be obliga gated ed by Decemb ember er 1 10 and d spent b by Decemb ember er 30 • The deadline t to ap apply ly is is Frida day, October er 30 2 10/19/2020

Eval aluatio ion C Crit iteria ( (100%): • Economic L c Loss/Need. d. Ski areas with a demonstrated need will be prioritized. (20%) • Nexus t s to C COVID ID-19 R Restric ictio ions. Projects with the strongest nexus to COVID19 will be prioritized. (20%) • Economi mic I Impa mpact. t. The project must clearly increase revenue for the ski area – demonstrated through increased employment and more skier days than if the project did not occur. (20%) • Feasibility a and nd B Bud udget. What is the likelihood that this project can be completed before December 30, 2020? Are the costs reasonable and prudent? (20%) • Geographic D Dive versity. The State will prioritize equity in distribution of funds across the state. (20%) 4 10/19/2020

In order to access the Ski Area Infrastructure and Safety Grants the below criteria will have to be met: • For-profit • Non-profit Applicant Eligibility • Municipally-owned Criteria • Downhill/Alpine ski/snowboard areas • Cross country/Nordic areas • One (1) application per ski area • Or one (1) distinct application for each ski area that operates under its own federal employer id number (FEIN), where multiple ski areas are owned by one company 5 10/19/2020

  6. Eligible businesses must meet all of attestations in the application. These are legally binding, and should not be glossed over. Applicants should carefully read section 3 of the NOFA. Below are some highlights: Must plan to be open by December 30, 2020 • • Repayment if the business has a duplication of benefit Attestations • Agreement to be governed by the laws of Vermont • Indemnification of the State of Vermont • Compliance with all Federal CRF guidance Forfeiture /repayment of award if the business violates • health and safety guidance issued by ACCD/D 6 10/19/2020

  7. Eligible project expenses must relate directly to COVID-19 safety and meet one of the below criteria in order to access the Ski Area Infrastructure and Safety Grants: • Desig ign, n, engine neering ing a and i implementat atio ion o n of constr tructi tion including lodges, lifts, other resort amenities, and associated operations. Project Eligibility • Rental al or purchas ase o of e equipment nt including tents and Criteria other temporary structures, to facilitate physical distancing. • Pur urchase o of p personal p protective e equi uipment nt, h health and nd safety y equi uipment a and nd r related hard g goods including masks, hand sanitizer, and medical supplies. • Techno nology a y and nd related s sup upplies to facilitate c cont ntactless transac actio ions ns including the purchase and installation of software, hardware, and related supplies to facilitate online lift ticket sales and ticket checking systems. 7 10/19/2020
