Actions Conducted

— USOAP/CMA Audit (Lack of Effective Implementation) for

Bhutan (audit in 2006)

— Three missions conducted in 2015/2016 by the ICAO

Regional Office

— 17-18 March 15: Mentoring Bhutan to improve the Lack

  • f Effective Implementation

— ICAO Mentoring action over two years (2015-2017) was

coordinated with Bhutan

— 4 batches of PQ, expected to result in 15% of EI

— 14-17 April 2015: Technical assistance in ANS

— Assistance delivered

— 28-30 July 2016: Technical assistance in AGA and ANS

Progress Report by Bhutan, 30 June 16 — The erstwhile Department of Civil Aviation (DCA) has

been bifurcated into two authority/ Agency

— Bhutan Civil Aviation Authority — Department of Air Transport

— As a result of bifurcation, all requirement and procedure

are in process of review and amendment.

— The New Civil Act was reviewed by BCAA for further

improvement and was presented in the last summer parliament.

— In ANS area additional inspectors will be recruited: — The quick win on PQ (Ist and 2nd Batch) was submitted

in September’ 15 and Feb. 16 as planned

Where are we?

— After 12 months

— 112 PQ are now assessed as “fully addresses”. — 575 PQ have progressed from “does not address” to

“partially addresses”.

— progress of 3% of USOAP/CMA compliance in 12

months (against the 4.8% expected)

Objectives (until July 16)

— Finalize civil aviation act in winter Session — integrate the Legal Officer in the team. — check articulation between new civil aviation act and

current Bhutan Air Navigation regulations (BANR) and make the needed amendments

— complete batch 1 &2 — address batch 3 — plan content of batch 4 — In view of batch 4: start to train operators on SMS — follow-up on Bhutan/State on signing of MoU.
