  1. Urban freight A view from the European Commission Måns Lindberg, Policy Officer, European Commission, DG Mobility and Transport, Intelligent & Sustainable Transport Unit (B.4.) 18/10/2018 Mobility and Transport

  2. The starting point – transport challenges in cities Transport provides vital functions to EU cities, enabling economic growth and access to jobs. But urban mobility = still mainly conventionally-fuelled passenger cars, leading to: Ø Congestion: estimated €110 bn lost/year in EU Ø Climate change impact: emissions rising + urban transport = 23% of CO 2 tran. emissions Ø Health impact related to poor air quality = over 500 000 premature deaths/year in the EU; + similarly for physical inactivity (+ €80.4 bln lost/year) Ø Road accidents: 25.500 killed in 2016 in EU, with 40% of them in urban areas Ø Inefficient use of space: motorized vehicles are not used 96% of time yet still up to 1/3 of space in cities is dedicated to their infra which could otherwise green areas, public space, bike paths, housing etc.

  3. Challenges & opportunities for urban logistics • Digitalisation • Intelligent Transport systems (ITS) • Connected, Cooperative and automated Mobility (CCAM) • Mobility as a service (Maas) • Autonomous vehicles • E-commerce • More parcel delivery – more congestion • Uber freight, Amazon flex… • Automation • Urban Vehicle Access Regulations (UVARs) • Road safety • Multimodality/last-mile deliveries • Using clean modes of transport (e.g. battery electric vehicles, cargo bikes…) • Consolidation (UCC, bundling…) • Drones Sharing economy •

  4. EU key policy documents

  5. Transport White Paper (2011) 10 objectives, 3 related to urban mobility (1) Halve the use of (8) By 2020, establish the (9) By 2050, move ‘conventionally fuelled’ framework for a close to zero cars in urban transport by European multimodal fatalities in road 2030; phase them out in transport information, transport. In line with cities by 2050; management and this goal, the EU payment system aims at halving road achieve essentially CO2- casualties free city logistics in by 2020 major urban centres by 2030

  6. Urban Mobility Package (2013) Together towards competitive and resource- efficient urban mobility Guidelines on SUMPs Working documents on: vehicle access regulations, city logistics , urban road safety and urban ITS. CL: particular attention at the following areas: Manage urban logistic demand Shift modes Improve efficiency Improved vehicles and fuels Member States should consider city logistics national approaches to urban mobility

  7. Sustainable Urban Mobility Planning •A Sustainable Urban Mobility Plan is a strategic and comprehensive plan designed to satisfy the mobility needs of people and businesses in cities and their surroundings for a better quality of life . •Introduced by 2013 Urban Mobility Package to improve accessibility of urban areas and provide sustainable mobility and transport • COM supports cities in developing SUMPs: Ø Platform on SUMPs, on 'one-stop-shop' portal: www.eltis.eu Ø Funding and capacity building for cities to develop SUMPs: currently three dedicated CIVITAS projects Ø Annual SUMP Awards and Conference • SUMP guidelines Currently being revised with urban freight an important part Mobility and Transport
